About the Work Unit and Position
The Colorado Department of Transportation (CDOT) has a vacancy for a Traffic Safety and Engineering Services Manager (Professional Engineer III) to manage this Branch and ensure it provides statewide leadership and technical support for traffic operations, traffic safety, and engineering programs. The core purposes include:

• Policies & Standards: Establishing departmental policy and developing statewide traffic engineering safety programs, policies, procedures, operations, and standards.
• Operations & Engineering: Planning, analyzing, and implementing traffic engineering and operations for statewide application, including asset management, access management, data management, and signal management. Safety Programs: Supporting, managing and implementing Safety Programs on a statewide basis.
• Representation: Representing CDOT at state and national levels on traffic and safety-related matters.

Your duties and responsibilities will include, but are not limited to, the following:

• Establish new and revised Transportation Safety and Traffic Engineering policies and procedures for use by CDOT, local agencies and consultants.
• Create and deliver communication plans to effectively inform internal and external stakeholders of new and existing policies.
• Work with Region staff to refine traffic and safety tools to aid in the efficient delivery of projects.
• Monitor national traffic and safety trends and update CDOT policies and procedures to stay current with these national changes.
• Coordinate the work of the Branch with activities of the Regions, other Staff Branches, FHWA, NHTSA, and other non-state agencies and stakeholders. Communicate best practices and improve practices across the state.
• Attend public functions and engineering meetings as a CDOT liaison and the Branch on program level related issues.
• Collaborate on task forces, committees, and quality improvement teams as an engineering subject matter expert.
• Answer technical inquiries concerning CDOT Transportation Safety and Traffic Engineering policies, procedures and standards by writing and/or overseeing other's responses to local and national agencies, the media, and the general public.
• Assist CDOT staff in planning for traffic and safety initiatives included in both Capital and Asset Management projects.
• Assist CDOT staff on traffic and safety techniques for their operations that could improve both employee and public safety.
• Manage policies and procedures that govern the objective study of traffic and safety problems on the network.
• Establish priorities for Branch equipment, travel, and operational budget requests and expenditures.
• Administer program funding allocations comprised of multiple project budgets.
• Oversee the selection and administration of contracts.
• Provide leadership, supervision, and direction for all functions and activities of the Branch.
• Implement employee performance management plans, approve timesheets and leave requests, and oversee corrective and disciplinary actions.

Work Environment

• Your schedule will primarily be 8:00 am - 5:00 pm work hours, Monday-Friday, but we are flexible to meet your work/life balance needs while ensuring CDOT business needs are met.
• You will likely work a hybrid schedule with a combination of in-office and remote work.
• Travel required during work hours throughout Metro Denver/Front Range
• Occasional overnight travel 3-6 times a year throughout Colorado
• Occasional overnight travel 2-3 times a year within the U.S.
• Required to operate CDOT vehicles

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Education/Licensure/Certification/Experience:

• Current, valid licensure as a Professional Engineer from the Colorado State Board of Licensure for Architects, Professional Engineers, and Professional Land Surveyors.
• Three (3) years of professional experience as a licensed professional engineer, one (1) of which must have been at the level of a unit supervisor, staff authority, or equivalent.

Examples of a unit supervisor, or staff authority:

• As a unit supervisor- providing engineering mentorship, leadership, and expertise to a professional staff of three or more full-time employees.
• As a staff authority- providing engineering expertise to management which directly impacted policies or programs.

Substitutions
Appropriate education in addition to that required for the professional engineer license will substitute for the required general experience on a year-for-year basis, but not the supervisory or staff authority experience.
