TRAFFIC ENGINEER (EIT) - Transportation and Mobility
JOB SUMMARY
Under the direction of the Traffic Engineer or designee, this position assists with the planning, organization, coordination, and execution of engineering analyses, design activities, and specification development for traffic and transportation projects. The role also supports the daily monitoring and operation of the City's Traffic Control Center and performs related duties as assigned.
ESSENTIAL JOB FUNCTIONS
• Exercise discretion and independent judgment in analyzing engineering designs, reviewing technical data, and making recommendations based on established engineering principles.
• Prepare, operate, and maintain computer databases, spreadsheets, graphics, and specialized software used for traffic signal systems, traffic modeling, and transportation-related applications.
• Assist in the design, development, and implementation of traffic engineering improvements, including signal timing plans, coordination strategies, and progression plans.
• Monitor, evaluate, and document traffic patterns through field observations and data collection to support operational decisions and long-range planning.
• Maintain organized and accurate digital files, records, and documentation associated with traffic operations and engineering projects.
• Interpret, comprehend, and apply highly technical materials such as engineering specifications, traffic signal plans, and construction drawings.
• Operate computer-based traffic models effectively and troubleshoot software or hardware issues involving traffic systems and related equipment.
• Communicate courteously and effectively, both verbally and in writing, with coworkers, citizens, contractors, and public officials.
• Coordinate and collaborate effectively with internal departments, external agencies, consultants, and stakeholders to support project and operational objectives.
• Work cooperatively as an effective member of a multidisciplinary team.
OTHER JOB FUNCTIONS
• May supervise and evaluate subordinate employees when appropriate.
REQUIRED EDUCATION, DEGREES, CERTIFICATES AND/OR LICENSES
• Bachelor's Degree in Civil Engineering or a closely related engineering field.
• Possession of an Engineer-in-Training (EIT) certification issued by the State of Texas.
• Valid Class C Texas Driver's License.
EXPERIENCE, TRAINING, KNOWLEDGE, AND SKILLS
• Minimum of two (2) years of professional traffic engineering experience, with preference given to candidates with experience in Traffic Management Center operations and/or traffic signal timing.
• Knowledge of engineering mathematics, traffic engineering concepts, and applicable engineering principles.
• Skill in operating engineering instruments, tools, and equipment; reading and interpreting engineering plans, specifications, and technical studies.
• Experience with AutoCAD, spreadsheets, word processing, and other engineering-related computer software applications.
• Ability to work independently and manage projects from inception through completion, producing accurate results within established deadlines.
• Ability to prepare and deliver clear, concise, and effective oral and written presentations.
• Strong decision-making abilities with attention to detail and sound judgment.
• Effective oral and written communication skills for interacting with coworkers, contractors, officials, and the public.
WORKING CONDITIONS AND PHYSICAL REQUIREMENTS
• Sit, stand, and walk for extended periods while performing inspections, fieldwork, and project reviews.
• Carry, drag, hold, lift, pull, or push equipment weighing up to 50 pounds. Perform physical activities such as climbing, crawling, driving, kneeling, squatting, stooping, and twisting when installing, inspecting, or maintaining traffic or computer equipment.
• Maintain sufficient visual and auditory acuity to work safely and effectively in active roadways, intersections, and construction environments.
• Work both indoors and outdoors in a variety of conditions, including extreme heat or cold, noise, heights, significant temperature changes, and other adverse weather or environmental situations.
• Drive to job sites throughout the City to conduct field evaluations, inspections, and project-related activities.
• Work extended hours or non-standard shifts as needed to support emergency operations, special projects, or critical system requirements.
