Serving under the direction of the Genoa Town Advisory Board, this heavily public-facing position plays a critical role in ensuring the needs and concerns of Town residents are addressed. Supervising a small staff, the Genoa Town Manager performs a variety of administrative functions and other duties to ensure the operations of the Town, oversees the rental and maintenance of the Town's historic facilities, and manages all aspects of the annual Genoa Candy Dance festival, which makes up a significant part of the revenues funding the Town's operating budget.The ideal candidate for the role will be someone who is always ready to step in where needed, isn't afraid to wear multiple hats, and is able to see opportunities even in the face of the unique challenges of this small community. PRIMARY DUTIES AND RESPONSIBILITIES - Supervises and directs activities of assigned staff and contractors; coordinates, prioritizes and assigns tasks and projects; tracks and reviews staff work progress and activities; directs the recruitment and selection of staff; undertakes staff training and disciplinary action as required; completes performance evaluations; ensures appropriate scheduling of staff to ensure proper operational coverage.
- Serves as the Town's primary administrative staff member and liaison; Provides a direct communication link between Town government, citizens of the town, and other local, state, and federal agencies and organizations.
- Develops, reviews and prepares agenda action sheets, staff reports, and related correspondence for the Town Board and related meetings; researches and compiles past board decisions; provides staff assistance to the Town Board and its standing committees.
- Prepares, posts, and distributes meeting agendas in accordance with Nevada's Open Meeting Law and provides for required training for Town Board Members. Upon advice of the Town Attorney, ensures Town compliance with State Laws. Implements directions from the Board and ensures that accurate meeting minutes are recorded and transcribed as necessary.
- Assists in the planning, development and implementation of goals, objectives, policies, procedures and work standards for the Town Manager's Office; coordinates with various interest groups, citizens, and agencies to meet the needs in the areas of public services, capital improvement projects, and facilities, and in order to promote the continued viability and future development of the Town.
- Responsible for managing all fiscal and budgeting activities for the Town; obtains Board approval for all purchases and contracts in accordance with Town policies and procedures. Helps to ensure the management of Town affairs is within budget. Provides regular reports to the Town Advisory Board regarding the status of the budget and Town finances in general.
- Manages the renting and/or leasing of Genoa Town Property, which may require the ability to work nights and weekends, as needed.
- Responsible for coordinating with the County regarding services, issues, and specified long and short-term projects; represents the Town in meetings with and presentations to County departments, boards, and agencies.
- Coordinates proper maintenance of all Town property and equipment. Assists Board with developing contracts and coordinating bids for maintenance of all Town roads, property, and equipment.
- Assists Board to analyze, develop, and submit funding proposals to various funding agencies, including State and Federal agencies; Researches and identifies outside funding sources for the Town, such as grants and match programs; Manages all grants and funding received by preparing financial and project status reports accounting for all project revenues and expenditures in accordance with County, State and Federal laws, regulations and requirements.
- Directs and oversees all logistical coordination of all Town events, including, but not limited to, Candy Dance, Christmas, Halloween, St. Patrick's Day, Concerts on the Green, or other events as directed by the Genoa Town Advisory Board (GTAB), including the coordination of Local and State permitting and assists board with preparation of all vendor contracts, which may require the ability to work nights and weekends, as needed.

MINIMUM QUALIFICATIONS/CERTIFICATIONS & LICENSES MINIMUM QUALIFICATIONS- Bachelor's degree in, Business Administration, Public Administration, or a closely related field and six (6) years of experience with supervising and directing the work of staff; OR an equivalent combination of education, training and experience.

Douglas County provides benefits to full-time employees. Benefits are prorated for part-time employees working 20-29 hours per week. Part-time employees working 19 hours or less, as well as on-call employees, are not eligible for benefits. No Nevada State income tax. Retirement - Public Employees' Retirement System of Nevada (PERS)Douglas County contributes 36.75% of an eligible regular member and 50% of an eligible Police and Fire member's salary for retirement.

CompensationDouglas County uses a Pay for Performance compensation system, where employees receive annual performance evaluations and may be eligible for merit-based salary increases. Qualified employees can earn up to a 3% merit increase on their anniversary date, and may also receive an annual Cost of Living Adjustment (COLA) during the first pay period of each fiscal year, based on the Consumer Price Index, up to a maximum of 5%.
