SUMMARY:The Town Engineer is responsible for assisting the Department Director and Environmental Coordinator in the technical aspects of the Public Works Department, consisting of highways, landfill and transfer station, sanitary sewer, and providing for the general maintenance of all municipal roads, streets, drainage and sewer systems, and solid waste facilities.
TYPICAL DUTIES:- Assist the Director in developing and administering the Public Works Capital Improvement Plan and other plans involving infrastructure.
- Assist the Director of Public Works, Environmental Coordinator and Planning Director in providing reviews of proposed site plans and subdivision plans for the Planning Board. Provide technical assistance for the Town's Stormwater Management Plans, Watershed Programs, and EPA MS4 Stormwater Permit, and Land Disturbance Permits, such as Right of Way, excavation, and driveway permits.
- Review and develop departmental policy as needed. As assigned, provides functional oversight to department DPW activities and employees. These supervisory responsibilities are carried out in accordance with Town policies and applicable law. Responsibilities include interviewing and training employees, planning, assigning, and directing work, addressing complaints and resolving problems; and making recommendations to the Director of Public Works.
- Assist the Director and Environmental Coordinator in developing and implementing short term, long term, and seasonal projects including the Local Roads and Rehabilitation programs, area wide storm drainage management programs, and solid waste management programs.
- Perform design and specification writing, permitting, BIDs/RFPs/RFQs, and construction management/project management of various public works projects including the construction, maintenance, and repair of roads, drainage systems, sewer systems, landfill buildings, bridges, and traffic control devices. Perform related research on legal aspects.
MINIMUM QUALIFICATIONS:Bachelor's degree in civil engineering; Master's degree preferred. Registration as a Professional Engineer required, State of New Hampshire, or ability to obtain within 6 months of employment. Three (3) years of' experience in municipal public works, construction management, or other similar management level positions. Possession of a current valid New Hampshire Driver's License. Working knowledge of Geographical Information Systems (GIS) software and Microsoft Office. Ability to use software as necessary to create, review and comment on construction designs, plans, specifications, and drainage reports. Knowledge in the use of surveying equipment. Ability to provide comprehensive cost estimates and make effective public presentations regarding the same. Ability to communicate effectively both verbally and in writing; to establish positive public relations for the Town; and interact effectively with a wide variety of people including contracted labor and engineering firms, and A background of progressively responsible supervisory positions, working knowledge of New Hampshire statutes with respect to public highways; or any equivalent combination of education and experience, which demonstrates possession of the necessary knowledge, skills and abilities to function as the Town Engineer.
OTHER CONSIDERATIONS:- Experience with AutoCAD or Blue Beam software preferred.
- Proficient understanding of NH DOT manual on standard specifications for road and bridge construction.
