Job Description General Description:The Title IX Coordinator coordinates and facilitates Northern Virginia Community College's compliance with Title IX of the Education Amendments of the 1972 Civil Rights Act ("Title IX"), Title VII of the Civil Rights Act of 1964 ("Title VII" as it applies to sex discrimination), the Violence Against Women Act Re authorization of 2013 ("VAWA"), and other related federal and state laws.
Duties and Tasks:- The Title IX Coordinator serves as the college's subject-matter expert on requirements of and compliance with Title IX, Title VII (as it applies to sex discrimination), VAWA, and related federal and state laws.
- The Title IX Coordinator ensures timely investigation and resolution of all reports of sex discrimination, sexual misconduct, sexual harassment, domestic violence, dating violence, and stalking involving members of the college community.
- The position oversees and coordinates investigations, responses and resolutions to complaints, and develops and implements educational programs regarding discrimination and sexual harassment prevention, ensuring faculty, staff and students understand their rights and, where applicable, responsibilities under the law.
- The Title IX Coordinator collaborates with campus entities and college leadership to identify and address systemic problems.
- Conduct investigations and complete reports of findings in timely manner.
- Conduct Title IX training and awareness programs.
- Conduct compliance reviews.
- Record keeping and data management.
- Supervises as appropriate.
Special Assignments May be required to perform other duties as assigned. May be required to assist the agency or state government generally in the event of an emergency declaration by the Governor.
KSA's/Required Qualifications KSAs:- Comprehensive knowledge of Title IX, Title VI, VAWA and other federal and state laws and employment discrimination law.
- Ability to attend and maintain Title IX trainings to ensure updated interpretation of policies and guidelines.
- Strong organizational, interpersonal, writing and speaking skills, and the ability to communicate effectively within a college environment.
- Ability to work independently in a time-sensitive environment.
- Ability to work with individuals from a variety of backgrounds, including victims of sexual assault, domestic violence, or other types of trauma.
- Ability to oversee and manage caseload in a manner that ensures the prompt, effective, and equitable conclusion of cases.
- Ability to develop knowledge of, respect for, and skills to engage with those of other cultures or backgrounds.
- Ability to develop and present Title IX educational/awareness programs and trainings targeted to the needs of a variety of constituencies, (executive leadership, deans, faculty and staff, student leaders, students).
- Ability to use discretion and good judgment, work independently and as a team.
- Ability to manage staff, as appropriate.
Minimum Qualifications:- Master's degree in higher education, social work, psychology, or in an area appropriately related to the position. Master's degree must be awarded by a regionally accredited institution.
- Experience working in Title IX, Civil Rights, EEOC, or equivalent compliance-based departments.
- Experience conducting and coordinating investigations regarding allegations of harassment, discrimination, sexual misconduct, and sexual violence or the equivalent as defined by Title IX, the Clery Act, VAWA, EEO, or other federal and state statues associated with discrimination of various types or sexual misconduct in a multi-cultural and diverse environment.
Additional Considerations Additional considerations:- JD or doctoral degree in a related and relevant area.
- Supervisory experience.
- Experience in developing, overseeing, and/or implementing a Title IX program in a higher education setting.
- Experience with record keeping and data management.
- Experience in policy development and policy interpretation
