The job opportunity

We are seeking a Test Phase Lead to lead end-to-end testing within a complex, statewide Enterprise Resource Planning (ERP) implementation. In this role, you will coordinate testing across integrated finance, procurement, human capital, and reporting functions to ensure complete business processes operate as intended across systems and agencies before go-live. You will plan, coordinate, and execute test scenarios that span multiple systems, technical environments, and organizational boundaries, managing dependencies while accounting for differences in agency readiness, data availability, and environment stability.

You will identify and address defects, process issues, data concerns, and integration failures that emerge during testing. Working within established testing governance, standards, and methodologies, you will collaborate with other Test Phase Leads, technical teams, business representatives, and program leadership to resolve issues, manage dependencies, and escalate concerns when appropriate. You will ensure testing activities produce accurate and meaningful results while remaining aligned with the enterprise testing strategy, testing schedule, and overall program readiness objectives.

(OneWA), led by the Office of Financial Management, is an enterprise-wide transformation project focused on replacing 1960s-era technology with a cloud-based Workday solution for finance, procurement, budget, HR, and payroll processes. OneWA is a long-term, yet extremely fast-paced project anticipated to fully implement all phases by 2030. The project's core business hours are Monday through Friday, and all project positions are full-time. We offer some flexibility in schedules oriented around core business hours with prior supervisory approval. However, it is very common to work beyond the typical 40-hour workweek to meet the rigorous operational needs and business deliverables required for the go-live timelines.What you'll work on:

• Plans and executes the End-to-End (E2E) testing phase, including development of integrated business scenarios that validate complete enterprise business processes across multiple systems, agencies, and downstream applications.
• Ensures comprehensive test coverage across end-to-end business flows, including finance, procurement, human capital, integrations, reporting, and data exchanges, validating that processes function correctly across system boundaries.
• Coordinates and directs matrixed testing resources across agencies and functional teams, ensuring testers, subject matter experts, and technical resources are aligned to execute E2E testing cycles within defined schedules and readiness windows.
• Manages E2E testing logistics and dependencies, including coordination of environments, test data, scheduling, automation support, and release readiness in collaboration with technical and testing support teams.
• Assesses E2E testing outcomes and provides readiness inputs to program leadership, including identification of defects, coverage gaps, and overall system readiness to support go-live decision-making.

Desired Qualifications:

Enterprise Testing and Implementation

• Knowledge of enterprise testing strategies, end-to-end validation approaches, and implementation practices within large-scale ERP or enterprise technology environments.
• Experience supporting or leading End-to-End (E2E) testing, systems integration testing, or enterprise-wide testing activities involving multiple business functions, applications, and stakeholder groups.

Testing and Release Practices

• Knowledge of structured testing methodologies, test lifecycle management, release management, and implementation coordination practices.
• Experience applying testing frameworks, test management tools, defect tracking processes, or release coordination activities to support enterprise system implementations.

Enterprise Application Knowledge

• Knowledge of integrated enterprise resource planning (ERP) platforms and the business processes they support.
• Experience working with Workday, SAP, Oracle, or comparable enterprise systems in support of testing, implementation, system modernization, or operational readiness activities.

Implementation Readiness

• Knowledge of implementation readiness, organizational readiness, and deployment planning principles.
• Experience supporting go-live readiness activities, enterprise system deployments, or large-scale modernization initiatives, including coordination of cross-functional readiness efforts and implementation milestones.

Education and Professional Certifications

• Professional certification such as ISTQB, PMP, Certified ScrumMaster (CSM), Prosci Change Management, or comparable credentials; equivalent education, training, or demonstrated experience will also be considered.

Public Sector Operations

• Knowledge of public sector governance, organizational structures, and cross-agency collaboration within complex governmental environments.
• Experience working in state government or other large public-sector organizations with multiple agencies, business units, or stakeholder groups supporting enterprise initiatives.
