The Terminal Manager manages a bulk storage facility located in Anchorage that includes 8 product tanks, a truck rack, and a rail rack operation. This position manages a staff of 11 operators who work a rotating shift. The Terminal Manager is responsible for safe, compliant and efficient movement of aviation grade fuel, ultra-low sulfur diesel fuels, and gasoline into and out of the facility. Administrative responsibilities include planning, budgeting, documenting, assessing and improving site operations and implementing any operational directives issued by upper management. As a manager, this position is responsible for training operators and ensuring their compliance with operational processes, safety directives and best operational practices. Previous experience effectively supervising, training and managing the performance of others and working in the petroleum or related industries is required. Preference will be given to candidates available for a traditional full-time work schedule; however, qualified applicants interested in a rotational assignment (e.g., a one-week-on/one-week-off schedule or another approved rotation) will also be considered based on operational needs and business requirements.

Essential Duties and Responsibilities:

1. Provide strategic leadership and oversight for all Anchorage operations, setting performance standards and ensuring alignment with Company goals.
2. Oversee site operators, ensuring effective hiring, training, and development of teams to maintain high safety, compliance, and customer service standards.
3. Direct the delivery and distribution of all fuel and petroleum products, ensuring operational reliability and customer satisfaction.
4. Cultivate and expand the customer base, identifying new business opportunities and maintaining strong client relationships.
5. Maintain regular executive-level communication with the Director Terminal Operations regarding inventory, sales, projects, infrastructure maintenance, business development, and community matters.
6. Prioritize and monitor maintenance of all facilities, equipment, and housing units, ensuring operational readiness and regulatory compliance.
7. Serve as the primary local contact for government agencies (ADEC, USCG, EPA, FIRE MARSHALL, OSHA), ensuring full compliance with all regulations.
8. Oversee local environmental response and reporting, ensuring timely communication with authorities and internal stakeholders.
9. Develop, submit, and manage annual operational budgets, ensuring fiscal discipline and adherence to approved plans.
10. Participate in contract negotiations and supervise external contractors for site projects.
11. Enforce company policies and procedures, fostering a culture of safety, integrity, and continuous improvement.
12. Demonstrate knowledge of and willingness to learn about Inupiaq culture and values
13. Undertake additional projects and responsibilities as delegated by the Director Terminal Operations.

Education and/or Experience

Education:

• Bachelor's degree in Business Administration, Project Management, Supply Chain, Logistics or a related field preferred.

Experience

1. Minimum of six (6) years of progressive experience in fuel distribution, operations management, supply chain, logistics or a related field, with a demonstrated track record in site leadership, preferred.
2. Proven experience supporting operations, including logistics coordination and fuel handling within industrial or similarly complex environments.
3. Oversight of maintenance programs or practices that deliver long-term infrastructure reliability through structured inspections, preventive maintenance and scheduled services.
4. Strong organizational and analytical skills with the ability to interpret operational data, identify issues, and support informed decision-making.
5. Effective communicator with the ability to collaborate across cross-functional teams, including operations, compliance, maintenance, finance, and customer-facing groups.
6. Demonstrated ability to build rapport across all levels; skilled at managing internal and external relationships and resolving conflict.
7. Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint); experience with operational and project management software.
8. Strong knowledge of transportation contracts, regulatory requirements, and industry standards for fuel terminals.
9. Sound reasoning and judgment in standardized and dynamic situations.
10. Commitment to fostering an inclusive, safe, and high-performing work environment.
11. Knowledge of or willingness to learn about the Iñupiaq culture and values; experience working in Alaska Native or Indigenous contexts is strongly preferred.

Physical Requirements

• Ability to sit, stand, walk, reach, and use hands and arms regularly.
• Must be able to lift/move up to 10 pounds frequently and up to 25 pounds occasionally.
• Exposure to adverse weather conditions and industrial environments with moderate noise.
• Requires occasional travel between Petro Star (PSI) locations.
