Job Description
The Program provides support for scientific and technology systems (both physical and virtual) that
advance the scientific mission. The Program is executed through contracts and groups of
contracts that provide scientific and technological support for all areas of work.
Day-to-day operations and support for scientific and technology systems are performed through
the contract, which uses a task-based approach to support scientific instrumentation, data acquisition,
data analytics, intra- and interagency collaboration capabilities, research engineering infrastructure,
security considerations, and technical support.
Objectives
The ITRB requires Program and Project Management (PPM) support for the contract.
Support includes project analysis and management, contract and task management, budget analysis, and
program support.
Task Requirements
In support of the PPM, the Contractor shall effectively and efficiently manage cost, schedule, and
performance by using integrated program management systems and processes to support the entire
portfolio of programs within the scope and manner that yields cost savings and/or performance
efficiencies throughout the execution of all Tasks performed under this contract. Task areas include but are
not limited to:
• Provide program and project management support for IT-enabled scientific and operational
initiatives, including coordination of technical activities, system sustainment efforts, and platform
enhancements for NCATS divisions and offices such as DPI, OD, and OAM.
• Support for the Federal Program Manager (FPM) and Contracting Officer Representative (COR)
in overall contract and task management, such as planning, budgeting, and reporting.
• Support for the FPM and Federal Task Leads (FTL) throughout the task lifecycle, to include
providing technical advice for requirements development and task initiation, execution, and
closeout.
• Perform contractor-side contract administration, coordination, and communication for all
contractor staff and subcontractors.
• Develop and maintain project schedules, milestones, risk registers, and status reports.
• Coordinate deliverables and monitor performance to ensure alignment with contract requirements
and program priorities.
• Facilitate meetings, seminars, briefings, leadership engagements, document outcomes and track
action items.
The support requirements within the scope of the SOW will be supplemented by procedures set forth in the
ITRB Program Management Plan (PMP).
• The contractor shall provide support to the PPM for the overall administration of the contract
and management of all tasks issued under it.
• The contractor shall work in coordination with designated federal staff and be responsible for
performing non-inherently governmental activities associated with administration of this contract
and task.
• The contractor shall assist with design, develop, test, implement, and maintain dashboard solutions
to provide transparency to the various program administration, budget management and personnel
(onboarding / offboarding) outlined above. Work with federal management to gather and finalize
administration related requirements and build automated pipelines and reporting mechanism. Work
closely with federal teams to ensure the systems are fit for use and fit for purpose.
The Contractor shall provide periodic and ad-hoc reports related to the contract and task.
• Task Oversight - Oversee the execution of work being performed, seek clarification on assumptions
related to tasks in progress, and assist with evaluating, recommending, and implementing
technologies, personnel, and tools in support of management processes.
• Personnel Onboarding & Offboarding Support - Coordinate with designated personnel to
support the onboarding and offboarding of staff, ensuring adherence to Government and prime
contractor procedures. Work with subcontractor teams as needed to maintain consistency across
personnel transitions.
• Perform liaison responsibilities that include gathering initial project requirements, providing
ongoing technical and administrative support of active Tasks, such as budget, travel approvals, ad
hoc reporting, communicating, and reporting.
Contract Budget Support - The contractor shall provide budget support services
limited to the contract and shall not perform budget or financial management functions for other
programs or requirements outside of this contract. Support shall include:
• Assisting the Federal Task Leads (FTLs) and Contracting Officer's Representatives (CORs) with
budget-related data calls, spending documentation, and financial reporting in support of
budget formulation and forecasting activities.
• Providing supporting data and documentation for reconciliations, audits, and contract/tasks close-outs, as directed by the FTL or COR.
• Contractor Financial Reporting - Maintain independent financial records for all work performed
under this contract. The Government shall not rely on contractor-provided data as the authoritative
source for burn rates or budget status. Contractor-provided financial data shall serve as a secondary
reference to be validated against Government financial systems.
Assist with timely dissemination of budget and other program related information. Work with federal task
leads and contract team(s) to identify, gather and disseminate relevant details.
