REPORTS TO: Director of Implementation

POSITION OVERVIEW:

The Technical Project Manager resides in the Division of Data, Information and Systems Improvement of the Boston Public Schools, reporting to the Director of Implementation. The Technical Project Manager serves as the critical bridge between the district's educational and administrative staff and the technical teams within the Technology and Data & Accountability departments. This role is responsible for understanding the unique needs of school and district users, advising on effective technology solutions, and translating those requirements into clear technical specifications. Additionally, the Technical Project Manager will leverage strong technical skills to streamline district workflows, automate processes, and conduct in-depth analysis of operational data to drive district-wide efficiency and student success.

RESPONSIBILITIES:

Stakeholder Engagement & Needs Assessment
  • Collaborate with end-users (principals, educators, administrative staff, and district leadership) to deeply understand their operational challenges, data needs, and strategic goals.
  • Advise stakeholders on potential technology solutions, system capabilities, and best practices within a K-12 environment.
  • Lead requirements-gathering sessions, interviews, and workshops to clearly define and document business requirements.


Technical Liaison & Project Management
  • Translate non-technical user requirements into detailed, actionable technical specifications, user stories, and process maps for the Technology and Data & Accountability teams.
  • Act as the primary liaison during the development, testing, and implementation phases of new software, systems, or data dashboards to ensure the final product meets user expectations.
  • Assist in user acceptance testing (UAT) and the creation of training materials for new system rollouts.


Data Analysis & Operational Reporting
  • Query, extract, and analyze operational data from various district systems (e.g., Student Information Systems, ERP, HR/Finance systems) to support evidence-based decision-making.
  • Develop clear, accessible reports, dashboards and other data tools to highlight trends in operational efficiency, resource allocation, and user adoption.
  • Ensure data integrity and compliance with student privacy laws (FERPA, COPPA) across all proposed solutions and data extraction processes.


Workflow & Process Improvement
  • Evaluate existing business and educational processes (e.g., student enrollment, staff onboarding, procurement, grading workflows) to identify bottlenecks and inefficiencies.
  • Design and implement process improvements using technical workflow automation tools, system integrations, or customized software configurations.
  • Maintain comprehensive documentation of district business processes, system architectures, and data flows.


Qualifications - Required:
  • Bachelor's degree in Business Administration, Information Technology, Computer Science, Education, or a related field.
  • 2 years of experience in business analysis, data analysis, or a similar systems-focused role.
  • Proficiency and/or expertise with statistical analysis software and programming languages such as STATA, R, SQL, etc.
  • Experience with workflow automation platforms and advanced spreadsheet functions (Excel/Google Sheets).
  • Exceptional "translation" skills: the ability to explain complex technical concepts to non-technical educators and explain educational needs to technical developers.
  • Strong active listening and empathy to truly understand the pain points of school and district staff.
  • Excellent written and verbal communication skills.
  • Strong analytical, problem-solving, and critical-thinking abilities.
  • Current authorization to work in the United States
  • An understanding of and commitment to gain greater understanding of what is necessary for an urban school system to enjoy continuous improvement in an increasingly complex and competitive environment.

Qualifications - Preferred:
  • Prior experience working in a K-12 school district, higher education, or the public sector.
  • Experience with Business Intelligence and data visualization tools (e.g., Tableau, Power BI, Google Looker Studio).
  • Familiarity with K-12 specific software, particularly Student Information Systems (SIS).
  • Familiarity with Boston and Boston Public Schools
