Program Manager to provide overall leadership, management, and oversight of a large, technically diverse IT and cybersecurity program. The Program Manager will direct contractor and subcontractor personnel, oversee program performance, and ensure all requirements are completed accurately, efficiently, and in accordance with contract requirements. This position serves as the primary management interface between Spry and Government stakeholders and must have the authority to make decisions and commit company resources in response to program needs.
What Your Day-To-Day Looks Like (Position Responsibilities):- Provide overall management, direction, administration, quality control, and leadership for contractor and subcontractor personnel.
- Ensure IT and cybersecurity activities align with mission requirements and strategic objectives.
- Manage program scope, staffing, schedule, cost, resources, risks, performance, and deliverables.
- Establish and maintain program governance, performance tracking, status reporting, and stakeholder communication processes.
- Oversee staffing and manpower requirements across diverse technical skill sets and labor categories.
- Monitor financial and operational performance using established metrics and reporting.
- Develop and maintain the Program Management Plan, Stakeholder Communication Plan, Risk Management Plan, staffing matrix, organizational chart, and supporting procedures.
- Coordinate Government and contractor communications and provide timely visibility into technical, contractual, personnel, resource, and programmatic risks.
- Lead program meetings, including kickoff and monthly technical status meetings.
- Prepare and deliver monthly status reporting covering task progress, staffing, risks, corrective actions, schedules, travel, and required Government actions.
- Manage quality assurance and ensure contract deliverables meet applicable standards and requirements.
- Support transition-in and transition-out planning, knowledge transfer, workforce continuity, and surge requirements.
- Ensure required personnel training, certifications, security requirements, and workforce documentation remain current.
- Assist the Government with applicable financial and business processes without performing inherently governmental functions.
What You Need to Succeed (Minimum Requirements):- TS/SCI clearance eligibility.
- Active Project Management Professional certification.
- At least 10 years of experience managing a project or program of similar size and complexity.
- At least five years of experience overseeing and determining manpower requirements for programs involving diverse technical skill sets and labor categories.
- At least five years of experience performing financial and performance monitoring of contracts, including the use of performance metrics.
- Demonstrated authority to make organizational decisions, commit company resources, and respond to Government concerns and program requirements.
Ideally, You Also Have (Preferred Qualifications):- Experience managing large DoW IT, cybersecurity, cloud, infrastructure, DevSecOps, or enterprise modernization programs.
- Experience managing geographically distributed personnel, subcontractors, and multidisciplinary technical teams.
- Familiarity with the Risk Management Framework, Authorization to Operate processes, DoW cybersecurity requirements, and DoW 8140 workforce compliance.
- Experience overseeing firm-fixed-price programs with formal deliverables, service-level requirements, and performance metrics.
- Experience managing program transitions, staffing continuity, risk management, and customer communications
$210,000 - $225,000 a year
Final compensation will be based on experience, qualifications, certifications, clearance level, and contract requirements. This position is contingent upon contract award.
