Position Description:

We are seeking a Junior Technical Program Coordinator who excels at communication, storytelling, and stakeholder engagement. This role is ideal for someone early in their career who can translate complex ideas into clear, compelling narratives and help drive alignment across teams.
Supporting a major financial services client, you will work in a fast-paced, AWS-centric environment, partnering with product, engineering, and business stakeholders to ensure initiatives are well-coordinated, clearly communicated, and successfully delivered.

This role is located at a client site in either Reston, VA. A hybrid working model is acceptable.

Your future duties and responsibilities:

We are seeking a Technical Program Manager to establish and lead a Lean Portfolio Management function supporting our client's business. This role will design and enable a flow-based portfolio operating model that maximizes value delivery, improves throughput, and aligns investments to strategic outcomes. Rather than focusing on traditional governance, this role will emphasize value stream alignment, flow optimization, and outcome-based decision-making across a portfolio of AI, digital, and core modernization initiatives.

Key Responsibilities

. Establish and evolve a Lean Portfolio Management (LPM) framework focused on flow, value realization, and continuous prioritization
. Shift funding models toward capacity-based / block funding aligned to value streams
. Define and track flow metrics (e.g., throughput, cycle time, WIP, value delivery) instead of traditional project KPIs
. Enable dynamic portfolio prioritization based on business outcomes, risk, and strategic alignment
. Guide evaluation, scaling, and reuse of AI/ML and GenAI initiatives across the enterprise
. Partner with business and technology leaders to align strategy to investment to execution to outcomes
. Create transparency through real-time portfolio insights, leveraging ServiceNow SPM, GitLab, and AWS ecosystems
. Remove systemic bottlenecks and improve end-to-end value delivery flow
. Benchmark and evolve practices using industry-leading LPM and product operating models

Required qualifications to be successful in this role:

. 10+ years in portfolio/product/program leadership, with LPM or product-centric operating models
. Experience transforming legacy PMOs into flow-based, value-driven organizations
. Deep understanding of LPM, flow metrics, and value stream management
. Proven experience implementing outcome-based funding and prioritization models
. Experience with AI/ML and GenAI portfolio management (evaluation, reuse, scaling)
. Strong familiarity with ServiceNow SPM, Jira, AWS, and GitLab ecosystems
. Ability to connect engineering realities with portfolio strategy
. Strong executive influence and stakeholder alignment skills

Desired Skillset:

. MBA or relevant advanced degree preferred
. Certifications such as SAFe (SPC/LPM), PMP, or equivalent are a plus

Education:
A Bachelor's degree in computer science, Information Systems or related field

Compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range for this role in the U.S. is $125,500.00 - $172,600.00.
