Role OverviewThe Technical Program Manager (TPM) is a strategic professional role responsible for driving a critical, enterprise-wide data program. The program is a highly visible, multi-year portfolio of concurrent workstreams. Unlike a tactical project manager focused on a single delivery lane, the TPM oversees the entire data program. You will act as the strategic bridge between IT delivery, Legal/Compliance, Operations, and Executive Leadership, ensuring that complex technical execution translates directly into business risk reduction and value realization.
Key ResponsibilitiesProgram Leadership & Strategic Alignment- Portfolio Oversight: Oversee multiple concurrent workstreams across the program to ensure separate efforts do not operate in silos.
- Risk & Value Translation: Act as the primary liaison to executives, translating technical deployment progress into enterprise-level business value and risk reduction.
- Dependency Management: Proactively identify, map, and manage cross-workstream interdependencies. Ensure delays in one application track (across various clinical and business applications) are mitigated before they impact overarching program timelines.
- Executive Collaboration: Manage up effectively to align conflicting priorities between Legal, Operations, and Technology teams, driving consensus on critical Go/No-Go decisions and remediation scopes.
Technical Delivery- Timeline & Delivery Management: Develop, manage, and publish comprehensive technical delivery schedules and milestones across all teams
- Blocker Resolution: Partner with teams to proactively identify and resolve technical environment blockers, ensuring readiness for Non-Prod and PROD deployments.
Financial Stewardship & Portfolio Management- Budget Accountability: Oversee the comprehensive program budget (CapEx and OpEx), track ongoing IT project spend, and handle financial forecasting.
- Resource Allocation: Strategically manage funds and resources across workstreams to successfully hit program deliverables, justifying additional capacity or infrastructure upgrades as necessary.
Process Definition & Governance- Status & Reporting: Lead weekly status meetings, capturing actionable insights and maintaining consistent visibility through executive reporting.
- Governance Frameworks: Establish and refine technical delivery frameworks, ensuring strict adherence to compliance rules, security approvals, and audit-ready logging protocols.
Qualifications- Proven experience in Technical Program Management, PMO Strategy, or managing large-scale, multi-million-dollar enterprise IT portfolios.
- Deep understanding of the full software development lifecycle (SDLC), Agile governance, and complex systems integration.
- Exceptional executive communication skills, with the ability to present complex technical risks and milestones to non-technical executive stakeholders.
- Experience managing cross-functional dependencies across diverse teams (e.g., Engineering, QA, Architecture, Cyber Security, Legal).
- Familiarity with data warehousing/infrastructure concepts (e.g., cloud platforms, service accounts, automated data pipelines) and healthcare compliance (HIPAA, patient data de-identification) is highly preferred.
- PMP® or similar strategic project management certification is a strong plus.

The Salary Range for the role is $98,000.00 - $155,000.00 per year.
If a candidate is hired, they will be paid at least the minimum wage according to their geographical jurisdiction and the exemption status for the position.
New York Exempt: New York City and Long Island: $66,300.00/year, Nassau, Suffolk, and Westchester counties: $66,300.00/year, Remainder of New York state: $62,353.20/year New York Non-exempt: New York City and Long Island: $17.00/hour, Nassau, Suffolk, and Westchester counties: $17.00/hour, Remainder of New York state: $16.00/hour
Washington Exempt: $80,168.40/year Washington Non-exempt: Bellingham: $19.13/hour, Burien: $21.71/hour, Everette: $20.77/hour, Unincorporated King County: $20.82/hour, Renton: $21.57/hour, Seattle: $21.30/hour, Tukwila: $21.65/hour, Remainder of Washington state: $17.13/hour
