Your Role

The Technical Delivery organization serves as the execution engine for Stellarus's strategic technology portfolio, managing delivery across six platform towers: Core Health Plan, Membership & Support, Digital, Care Management & Quality, Pharmacy, and Technology Enablement. The Technical Delivery Lead will report to the Sr. Manager of Technical Delivery. In this role you will serve as the on-the-ground execution owner for one or more strategic technology programs, driving initiatives through planning, implementation, and closure while maintaining executive-ready delivery visibility for Blue Shield of California stakeholders. Your work directly determines whether Stellarus's highest-priority technology investments land on time, within scope, and with the organizational confidence they deserve.

Responsibilities

Your Work
  • In this role, you will:
  • Own end-to-end delivery for directly owned and executed strategic initiatives - from intake and scoping through implementation and formal closure - ensuring scope, schedule, and quality targets are met
  • Track and actively manage cross-functional programs in coordination with business and platform teams, surfacing risks, resolving blockers, and maintaining accurate status on behalf of Technical Delivery
  • Produce and maintain delivery artifacts including project plans, RAID logs, milestone trackers, and executive status decks aligned to Stellarus and BSC reporting standards
  • Facilitate structured working sessions, sprint reviews, stakeholder alignment meetings, and executive briefings; serve as the primary TD point of contact for assigned platform towers
  • Apply AI tools and prompt engineering (including Claude/Anthropic ecosystem and Microsoft Copilot) to accelerate delivery workflows - including automated status summarization, risk narrative development, decision documentation, and meeting preparation
  • Champion responsible AI adoption within the team; contribute to emerging AI delivery frameworks, playbooks, and best practices across the Technical Delivery organization
  • Coordinate with Release & SCM management on change management requirements and release readiness for managed programs
  • Identify systemic delivery impediments and escalate proactively to management with structured problem framing and recommended paths forward
  • Maintain delivery classification integrity for assigned work; flag scope or ownership changes as initiative needs evolve


Qualifications

Your Knowledge and Experience
  • Bachelor's degree or High School Diploma/GED and 4 years of additional experience in lieu of a degree
  • 7 years of prior relevant experience in technology project or program delivery, delivery management, or a closely related discipline
  • Demonstrated ability to manage multiple concurrent initiatives with competing priorities in a fast-paced, matrixed environment
  • Financial literacy required to help maintain project budgets
  • Strong written and verbal communication skills with demonstrated experience preparing executive-facing materials (status decks, briefings, escalation memos)
  • Proficiency with AI tools and prompt engineering - active experience using LLMs (e.g., Claude, ChatGPT, Microsoft Copilot) to improve delivery quality, throughput, and documentation
  • Working knowledge of at least one delivery framework (Agile/Scrum, SAFe, Waterfall, or hybrid); ability to adapt approach to initiative needs
  • Comfort operating in ambiguity; proven ability to create structure, establish cadence, and drive clarity where none yet exists
  • Healthcare technology experience (payer, provider, or health tech services) - preferred, not required
  • Familiarity with cloud modernization, enterprise SaaS, or platform migration programs - preferred
  • Experience with JIRA, Smartsheet, Confluence, Azure DevOps, or similar delivery tooling - preferred
  • PMP, SAFe, or equivalent delivery certification - preferred


Hybrid

This role requires employees to be in-office based on our hybrid workplace model, balancing purposeful in-person collaboration with flexibility. For most teams, this means coming into the office two days each week.

Employees living more than 50 miles from an office location will work with their manager to determine in-office time based on business need.

Physical Requirements:

Office Environment - roles involving part to full time schedule in Office Environment. Based in our physical offices and work from home office/deskwork - Activity level: Sedentary, frequency most of work day.
