Full Job Description
We are seeking a Contracts and Proposal Team Leader to join our federal team at our Huntsville, AL location. Reporting in to the Site Manager, this role serves as a Lead role for the Huntsville Proposal Department and our Proposal Specialists providing guidance and instruction to the overall proposal team regarding proposals, tracking, bookings, and file maintenance.

Pay Range: $85,000 - $125,000. Negotiable based on experience

As a Proposal Team Leader, you will:

  • Serve as one of the main interfaces between the Government and internal personnel as required to support RFP submission follow-up, questions and correspondences
  • Receive, distribute, and tracking all RFP's released from the Corp of Engineers (COE) for the MATOC and SATOC contracts and third party contacts as directed.
  • Receive and track all amendments, changeorders, notification, and discussion letters released for RFP's on to the Huntsville data drives, Salesforce, Procore, and Huntsville SharePoint site
  • Performing quality reviews of all RFP's and ECP/ECO's prior to submission to the Government. This includes verifying pricing information, quotations from subcontractors, CLIN structures, dates, labor rates and templates
  • Receiving, Distributing and Tracking all new Awarded Task Orders and Modifications from the Government agencies for contract
  • Receiving and Tracking all CURE Notification's, NTP's, NOI's, Close-outs and Correspondence Letter's release for active contracts
  • Distribution of the above RFP's, amendments, awards, and other documentation to the field teams; Regional Managers, Sales and Account Executives, Proposal teams, Cybersecurity teams, Safety teams, Huntsville Site Managers, FSO's, Operations Managers, and Program Managers
  • Review all awarded Task Orders and Modifications prior to booking assuring that all cost are properly allocated
  • Tracking of new Awards and Modification per contract vehicle for monthly and yearly reporting
  • Create and manage the file folder structures and naming conventions on the internal Huntsville server, Huntsville Database, and the Operations Working SharePoint Site in preparation of the upcoming new RFP's for contracts
  • Create and maintain the Contract templates, Task Order templates, and RFP proposal file folders on the internal servers
  • Update and maintain Excel the pricing estimates required for the MATOC and SATOC contracts.
  • Produce weekly reports providing a status of proposals produced, delivered, Quantity of Services Order, submitted questions, Awards Booked, etc
  • Year-end reporting providing Win-Loss status of new proposals for the fiscal the year; Wins, No Bids, Canceled, Deferred and Losses per contract vehicle, secured bookings, etc
  • Perform other related proposal and contracts administration duties as required

Required Qualifications:

  • Experience working with the administration of federal government proposals and contracts
  • Working knowledge of Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS)
  • Strong verbal and written communication skills with the ability to write clear and concise communications
  • Strong technical proficiency working with Microsoft Office Suite (Word, Excel, Teams, etc)
  • Strong organization skills with the ability to collect, organize, and distribute large amounts of data and documentation


Preferred Qualifications:

  • Proficiency working with Adobe Professional, Salesforce, Procore, Sharepoint, and other similar sites.
  • Experience working with AI tools for processing of proposal and contracts related tasks
  • Experience working with contracts administration, subcontracts, proposal administration, corporate buying, procurements, or a related field.
