Job Summary

This is an exciting leadership opportunity with accountability within the Early Intervention (EI) Services line, part of the statewide system of Early Intervention services known as the Infant & Toddler Connection of Virginia. Loudoun Early Intervention provides support and services to children from birth to thirty-six months of age and their families under Part C of the Individuals with Disabilities Education Act (IDEA).

Under the direction of the Program Manager, the Team Coordinator will provide leadership and oversight of Early Intervention Service Coordination activities, including supervision of Early Intervention Service Coordinators, delivery of program services, and compliance with Federal and State regulations under Part C of the Individuals with Disabilities Education Act (IDEA).

The Team Coordinator may also support interdisciplinary assessments and therapeutic services as well as case management to families with infants and toddlers age birth to three years with disabilities or developmental delays within children's natural environments.

Primary responsibilities include, but are not limited to:
  • Provide supervision, support, and guidance to Early Intervention Service Coordinators in their day-to-day activities, including referrals, intakes, developmental screenings, eligibility determination, IFSP development, and implementation.
  • Apply awareness of and commitment to positive team dynamics and implementation of early intervention services within a coaching model, interacting with families and team members in an affirmative and timely manner, and maintaining all records and documentation according to federal, state, and agency policies and procedures.
  • Take the lead with the support of the Program Managers in public awareness campaigns and outreach activities.
  • Represent Loudoun County Early Intervention Program and MHSADS at local activities.
  • Participate in leadership team activities and training development.
  • Demonstrate thorough knowledge of infant and toddler development, infant and toddler assessment standards, atypical development in young children, differential diagnosis in infants and toddlers, as well as Part C federal and state practices.
  • Display and cultivate knowledge of family-centered treatment of childhood developmental and behavioral health disorders and delays.
  • Additional duties include administering developmental screenings and assessments, interpreting results of developmental assessments to families, interpreting procedural safeguards and rights relative to federal and state requirements, and facilitating the development and implementation of the Individualized Family Service Plan (IFSP).
  • May also provide intervention and case management during periods of high enrollment or staff absence.

Minimum Qualifications
Master's degree in a field eligible for professional licensure and hold active professional licensure in the assigned program area as required by VA Code and two (2) years of professional experience working with individuals who have a mental health and/or substance use diagnosis, which includes internship experience.

Preferred:
  • Master's degree in Counseling, Early Childhood Special Education, Occupational Therapy, Physical Therapy, Social Work, Speech-Language Pathology, or a closely related human services field.
  • Current Early Intervention Professional, Early Intervention Case Manager preferred.
  • Previous supervisory experience preferred.
  • Experience working with Part C of the IDEA with the ability to provide compliant assessments during high enrollment periods.
  • Experience in family-centered treatment of childhood developmental and behavioral health disorders and delays.
  • Previous experience as a team leader or supervisor within an Early Intervention system.

Job Contingencies and Special Requirements

Employment is contingent upon successfully passing pre-employment background check to include fingerprinting, credit, NCIC, DMV and TB test. Must have a good driving record and a valid driver's license in Virginia or regional state of residence.

Special Requirements:
  • Work schedule is 37.5 hours per week.
  • Must be fitted for N-95 (or similar) mask to safely provide on-site services as needed.
  • Must be able to drive County vehicles, including minivans and 15-passenger vans.
  • Must be professionally licensed in any of the credentials specified for an Early Intervention Professional as listed in Chapter 12 of the Infant & Toddler Connection of Virginia Practice Manual.
  • Must also complete the required Infant & Toddler Connection of Virginia Early Intervention Professional Credentialing modules and obtain the Part C EI Professional and Case Management Credentials within 30 days of hire.
