Job Summary
The Talent Manager for Employee Relations serves as a strategic partner and subject-matter expert in fostering a high-performing, engaged, and inclusive workplace. This role oversees key employee relations programs and leads initiatives that support organizational culture, employee well-being, and effective labor-management relationships. The Talent Manager provides guidance to leaders and employees, ensures consistent application of policies, and manages assigned workforce programs with a focus on fairness, transparency, and continuous improvement.

Minimum Qualifications
Graduation from an accredited college or university with a bachelor's degree in human resource management, business or public administration, or related field with at least five (5) years of human resource management experience, program administration, and/or managerial capacity; or any such combination of education, experience, and training as may be acceptable to the hiring authority. Experience in specific position description areas; i.e., labor relations and/or employment, is desirable.

Supplemental Information
Knowledge of human resources principles and practices, with experience in recruitment, performance management, employee development, and employee relations. Ability to apply human resources expertise to develop and implement talent strategies that support organizational goals.

Knowledge of federal, state, and local laws and regulations regarding employment, compensation, labor, and benefit and pension programs.

Knowledge of and ability to use Windows-based business software applications.

Skill in effecting good employee relations including the ability to function effectively in confrontational situations.

Strong emotional intelligence and empathy skills.

Must have good organization, interpersonal, diplomacy, and listening skills.

Thorough knowledge of employee engagement best practices.

Thorough knowledge of recruiting practices and techniques including digital and social media.

Skill and ability to prepare, interpret, and understand legal, financial, and technical reports, research papers, and documents.

Excellent oral and written communication skills including the ability to draft, proof, and construct professional documents and correspondence.

Effective organizational skills including ability to multitask and manage multiple projects and adaptability to changing priorities to meet demands of the business.

Ability to develop and conduct training seminars and make presentations.

Ability to establish and maintain effective working relations with elected, appointive, midmanagement, and hourly employees.

Must have mobility and ability to perform field duties in various locations throughout the city.

Ability to maintain confidentiality and integrity of the Human Resources department.
