Job Description

SAIC is seeking a Systems Engineering Policy Analyst to support the office of Systems Engineering and Architecture (SE&A) within the Office of the Under Secretary of War for Research and Engineering (OUSW(R&E)). The Systems Engineering Policy Analyst will support SE&A by developing and coordinating engineering policy and guidance. The candidate will require to have experience in applying engineering practices/principles necessary in the development of DoW systems. Experience supporting technical efforts required to interface with external stakeholders and senior Government personnel. The candidate will be required to develop and maintain engineering policy and guidance work products that enable management decision making, strategy development, initiative definition, action tracking and monitoring, effective communications across a geographically distributed workforce, as well as meeting and working group planning and execution. The Systems Engineering Policy Analyst must be skilled at interfacing, communicating, and collaborating with government personnel at all levels including senior leadership, both civilian and military. A successful candidate will have experience supporting senior level DoW government organizations (OSD, the Services and Defense Agencies).

This position is located in Alexandria, VA and is hybrid remote.

Job duties include:
  • Create and update engineering policy and guidance.
  • Support detailed research and analysis in products related to engineering policy and guidance.
  • Review DoW policy, guidance and standards for compliance with existing statute, policy and best practice.
  • Working independently and as a team in coordinating engagement activities and solving problems.
  • Capable of coordinating military, government civilian, and interagency issues related to strategic policy activities, and its compliance with U.S. programs and requirements.
  • Ability to assist in the contribution to negotiate strategies and participate in the development of policy statements to protect and ensure DoD's interests.
  • Support and deliver executive correspondence, such as briefings, decision memos, read-aheads, daily updates, and meeting minutes.
  • Support the development of programmatic and technical material required for position papers, reports, briefings, testimony, and Congressional inquiries.
  • Serve as a trusted advisor and action officer to provide actionable advice to the SE&A Leadership, and other senior officials within OUSW(R&E), as appropriate.
  • Organize and facilitate internal and external communications on a wide array of subjects. Examples include internal and external tasks; program reviews; congressional directives, engagements and events; workshop, conference and other speaking invitations and events.


Qualifications

Required Qualifications:
  • No clearance required to start; Ability to obtain a Secret clearance required to maintain employment.
  • US citizenship.
  • Bachelor's degree in an engineering, scientific or technical discipline.
  • Minimum 10 years of engineering or test and evaluation experience; Or Masters and 8 years of relevant experience.
  • Strong leadership, problem identification resolution skills, flexibility, initiative, and a proven ability to work with Senior Executives.
  • Excellent written and oral communication skills.
  • Experience writing and critically reviewing policies, guidance, white papers, briefings, correspondence, and reports.
  • Exceptional organizational and teambuilding skills and interpersonal skills.
  • Knowledge of OSD, Joint Staff, or other high-level Government organization.
  • Proficient in Microsoft Office suite and Teams.
  • Experience with DoW working groups that requires working with other organizations to identify and resolve issues.
  • Experience in developing standards.
