Full Job Description
Leidos's Digital Sector is seeking a Systems Engineer-Modeling, Simulation & Digital Mission Engineer to support the U.S. Coast Guard CG-TECH-DME organization in executing enterprise digital transformation, digital engineering, and modeling and simulation (M&S) initiatives supporting Force Design 2028 objectives. The Senior Systems Engineer will provide technical leadership in model-based systems engineering (MBSE), digital mission engineering, and mission-level modeling and simulation across enterprise transformation activities, modernization efforts, and mission enablement initiatives. The role will apply architecture models, engineering-level simulations, and mission-level analyses to evaluate operational concepts, inform acquisition and modernization decisions, and quantify mission effectiveness across Coast Guard mission systems and platforms.

This individual will work closely with Coast Guard leadership, program managers, enterprise architects, operations analysts, developers, cybersecurity teams, and mission stakeholders to define technical requirements, develop and execute simulation-based analyses, and ensure alignment between operational needs, mission outcomes, and enterprise engineering objectives.

Primary Responsibilities
  • Provide systems engineering and modeling & simulation support for Coast Guard digital transformation, digital engineering, and mission analysis initiatives.
  • Translate operational requirements and concepts of operations into traceable SysML, UAF, and UAFML model artifacts that support digital engineering, digital mission engineering, and architecture decision-making.
  • Build and maintain enterprise and system architecture models in Cameo Enterprise Architecture / Cameo Systems Modeler, including diagrams, elements, and views, while executing model queries, validation checks, and trade studies to inform engineering decisions.
  • Develop and execute mission-level modeling and simulation analyses using tools such as AFSIM, MATLAB/Simulink, and Ansys STK to evaluate operational concepts, system performance, and mission effectiveness.
  • Apply digital mission engineering practices to connect architecture models, engineering analyses, and mission simulations into an integrated, authoritative analytical environment supporting decision-making across the lifecycle.
  • Design simulation scenarios, define measures of effectiveness (MOEs) and measures of performance (MOPs), execute simulation runs and parametric/trade studies, and analyze results to produce defensible, decision-quality findings.
  • Develop systems engineering artifacts including CONOPS, requirements documentation, interface definitions, analysis plans, simulation study reports, and technical assessments.
  • Verify, validate, and document models and simulations (VV&A) to ensure credibility and fitness for their intended analytical use.
  • Support automation pilot evaluations, feasibility assessments, and simulation-based experimentation and wargaming activities.
  • Coordinate with cloud, cybersecurity, data, and application development teams to support scalable digital engineering and simulation environments.
  • Participate in governance boards, technical reviews, stakeholder meetings, and program status briefings, presenting model- and simulation-derived findings to technical and non-technical audiences.
  • Support enterprise architecture alignment and integration activities across multiple Coast Guard mission systems and platforms.
  • Support development of technical roadmaps, digital engineering ecosystem strategies, and implementation plans.
  • Monitor project risks, dependencies, technical issues, and integration impacts across initiatives.
  • Contribute to continuous improvement efforts, digital engineering and M&S standards development, and operational readiness planning.


Basic Qualifications
  • Bachelor's degree in Systems Engineering, Engineering, Computer Science, Operations Research, Physics, or related discipline and 8-10 years of related experience, or 6-10 years with a Master's degree. Additional experience may be considered in lieu of a degree.
  • Demonstrated MBSE experience in Cameo Enterprise Architecture / Cameo Systems Modeler, including modeling in SysML, UAF, and UAFML.
  • Hands-on modeling and simulation experience using tools such as AFSIM, MATLAB/Simulink, and Ansys STK, including scenario development, simulation execution, and analysis of results.
  • Knowledge of digital mission engineering concepts and practices, including the use of connected models and simulations to evaluate mission-level outcomes and inform engineering and acquisition decisions.
  • OMG Certified Systems Modeling Professional (OCSMP) Model Builder.
  • Experience supporting complex federal IT, systems engineering, or modernization programs.
  • Familiarity with systems engineering lifecycle processes and requirements management practices.
  • Strong written and verbal communication skills.
  • U.S. Citizenship required.
  • Ability to obtain and maintain a DHS Public Trust.

Pay Range:
Pay Range $107,900.00 - $195,050.00
