Job Responsibilities
This position is in the Technology & Product Development / Production Support Department, at SCDMV Headquarters, Blythewood, SC.
Responsibilities of the Systems Engineer I
  • Performs independent modification, maintenance, and troubleshooting of middle tier application components required by SCDMV business applications. Provide technical and business knowledge assistance to others as needed in completing these tasks. Coordinate with application development, production support, and network/server staff regarding use of and support of these components.
  • Serve as technical administrator for SCDMV interfaces to the AAMVA/UNI systems. Work with members of the AAMVA technical team to monitor performance and ensure systems are in constant communication. Serve as technical administrator for the batch job scheduler including independent creation, modification, and troubleshooting of batches. Work with Application Development and Business Analysts as needed.
  • Implement and maintain performance monitoring tools and solutions for applicable DMV systems to include analyzing performance measurement output to provide analysis reports to IT management.
  • Perform independent analysis, design and documenting of new enhancements to and maintenance of the DMV computer systems including Phoenix /Atlas motor vehicle administration system. Perform proactive investigation of production issues.
  • Implement SCDMV and SC security standards with regards to middleware application components including communications, configuration, connectivity, and data protection.
  • Promote positive teamwork and productivity within the team.
  • Perform other duties as may be required by manager.


Minimum and Additional Requirements

Minimum Requirements

  • A bachelor's degree in computer science or related field and experience in computer system development and modification in either an on-premises, cloud-based, or hybrid environment. Relevant experience may substitute for the bachelor's degree on a year-for-year basis.

Agency Requirements

  • Must complete a nationwide criminal background check to include finger printing.

Additional Requirements

  • Experienced knowledge of information technology system analysis, design, testing and maintenance techniques.
  • Experienced knowledge of computer or network hardware, software, operating systems, programming languages, or other information technology tools and resources.
  • Ability to solve basic to moderately complex problems and apply critical thinking skills to needs or problems, both individually and as part of a team.
  • Ability to prepare status reports and basic to moderately complex technical reports in a clear and concise manner.
  • Ability to follow technical directions.
  • Ability to communicate in a clear and concise manner.
  • Receives general guidance from manager; will provide project or team leadership, technical skills and communication abilities required to enhance the Phoenix/Atlas application with changes resulting from legislation and/or business rules.
  • Reports status to manager.
  • Independent modification, maintenance and troubleshooting of the AAMVA systems interface to the DMV environment in addition to the batch scheduler and other third-party products used by the Phoenix/Atlas motor vehicle administration system.
  • Provide technical and business knowledge assistance to others as needed in completing these tasks.
  • As a member of the information security incident response team (ISIRT), utilizes available network and software tools, DMV policies, processes and procedures to detect, identify, troubleshoot, isolate, and correct data/equipment/network related security issues. Assists other ISIRT team members and responds to emails. ISIRT team members will ensure the CIO and ISO are informed of all actions performed or needed. Documents incident on the tracking log.

Preferred Qualifications

Agency Preferred

  • A bachelor's degree in computer science or management information science or related fields and five (5) years experience in computer system development and modification.
  • Computer programming experience and computer systems development and modification.
  • Five (5) years plus experience preferred implementing CICS and third-party products. Relevant experience may be substituted for the bachelor's degree on a year to year basis.
