The Position
A Systems Accountant III within Controller's Bureau plays a crucial role in the department, making sure the financial management systems run as efficiently and smoothly as possible, ensuring that everything from payroll to invoicing and reporting is streamlined and up to date. This role is based in the Bay Area/Oakland, California, and candidates should reside within commuting distance. The position currently offers a hybrid work arrangement, with two days available to work remotely and three days on-site presence for leadership, collaboration, and organizational engagement.
We are looking for someone with:
  • Advanced Oracle ERP systems knowledge: Deep understanding of Oracle R12 Financials and the ability to navigate and utilize complex, multi-departmental financial systems.
  • Data Analysis experience: Ability to extract, interpret, and analyze complex financial data, with knowledge of database structures and query techniques.
  • Accounting and Financial Reporting experience: Ability to prepare, interpret and reconcile complex financial reports and accounts.
  • Problem Solving Skills: Ability to identify issues, recommend effective solutions, and implement process improvements.
  • Accounting Knowledge: Understanding of encumbrance and fund accounting, with familiarity with Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) standards.
  • Clear Communication: Strong written and verbal communication skills, with the ability to convey complex information effectively to both technical and non-technical audiences.
  • Organization and Time Management: Ability to organize and prioritize work independently, manage multiple responsibilities, and complete tasks with initiative and attention to detail.
What you typically will be responsible for:
  • Analyzing and documenting financial system requirements.
  • Preparing financial account reconciliations and assisting with month-end and year-end financial close processes.
  • Monitoring financial systems for errors, researching root causes, and implementing timely corrective actions.
  • Collaborating with the IT department and business users during financial system implementations, upgrades and enhancements, including system configuration.
  • Participating in system integration testing for Oracle patches, upgrades, and other system changes.
  • Developing and maintaining system documentation, including standard operating procedures and user guides.
  • Developing, implementing, documenting, and delivering user training on financial systems and processes.
  • Preparing ad hoc financial analyses and reports to support departmental and organizational decision-making.

Minimum Requirements for Application

This recruitment will produce two eligible lists. The restricted list will be for full-time, permanent part-time, or part-time City and Port of Oakland employees who maintain employment for the duration of the recruitment and pass all stages of the recruitment process. The open list will be for all other applicants who pass all stages of the recruitment process.

Any combination of education and experience that is equivalent to the following minimum qualifications may be acceptable:

Experience: Four years of professional experience working in computerized financial systems.

Education: Bachelor's degree from an accredited college or university in business or public administration, accounting, finance, computer science or related field.

Desirable Qualifications:
  • Strong technical skills in ERP systems (Oracle, SAP).
  • Experience with Oracle EBS R12 financials
  • Advanced knowledge of financial software, and data analysis tools (Excel, Power BI, SQL)

The Recruitment Process:
