OVERVIEW

Assignment

This assignment serves as a specialized IT contractor to help maintain the technical health, reliability, and automation of the agency's critical Oracle Enterprise Performance Management (EPM) Cloud platform. The assignment will act as a technical point of contact for maintaining the stability of daily and nightly data processing cycles, which are essential for the agency's financial planning, budgeting, and reporting functions.
The assignment's core responsibilities include monitoring system operations, performing advanced troubleshooting of automation failures, and proactively strengthening the existing framework of PowerShell and Windows Batch scripts. This assignment requires a blend of EPM administration skills and advanced scripting capabilities to enhance system reliability, advise in the streamlining of processes, and reduce manual intervention. The successful candidate will be a problem-solver who can work independently and collaborate effectively with both internal business users and the external implementation partner to maintain and improve this system.

Organization

Data Integration and Reporting (JLSR) provides reporting services, business intelligence, data warehousing, and data integration for the Chief Information Office (J) of the *** (BPA). The staff is responsible for BPA's reports development, data modeling, and reporting services as well as the management and the delivery of services supporting a BPA common information model through the implementation of data integration architectures such as data warehouses, data marts, and data migration and solutions.

ASSIGNMENT RESPONSIBILITIES

Note: All official drafts, documents and recommendations, as listed below, must be reviewed, finalized and approved / accepted by appropriate BPA manager or other federal personnel with the authority to do so.

Contribute to the organization, planning, and management of the agency's Oracle EPM Cloud environment to ensure operational health, stability, and reliability.

Maintain, troubleshoot, and strengthen existing automation scripts written in PowerShell and Windows Batch to help ensure the reliability of nightly data processing and maintenance cycles.

Develop new automation using EPM Automate and REST API to streamline administrative tasks and improve system stability.

Perform root cause analysis for production issues by investigating server logs and EPM Automate exit codes to resolve failures in a timely manner.

Collaborate with technical team members, the third-party implementation partner, and business users to translate requirements into functional capabilities.

Manage the migration of EPM artifacts (Calculation Scripts, Web Forms, Business Rules, Security) between environments using Life Cycle Management (LCM).

Define data staging requirements and collaborate with data warehouse and source system teams to ensure that data is properly structured, transformed, and validated prior to being loaded into the EPM application.

Assist with core application duties, including metadata management, user security provisioning, application maintenance, and performance tuning.

Mark documents and maintain filing system(s), files, emails, and records in accordance with compliance requirements. Share and disperse documents only to appropriate personnel (those with a Lawful Government Purpose (LGP) to know). Mark and maintain all official records in accordance with the Information Security (INFOSEC) and Information Governance & Lifecycle Management (IGLM) standards and procedures. Validate official records are accurately maintained for auditing purposes.

REQUIREMENTS

Education & Corresponding Experience (required on matrix)

Experience must include direct work experience in information technology performing system administration.

Required Technical Skills & Experience (required on matrix)

3 years of direct, hands-on work experience in the administration and development of an Oracle EPM/Hyperion platform.

Demonstrated proficiency with EPM Automate for executing administrative tasks and moving data/artifacts.

Advanced scripting experience in PowerShell, Python, and/or Windows Batch Scripting, including creating robust error-handling and logging routines.

Experience administering an Oracle EPM Cloud application (e.g., PBCS/EPBCS, FCCS) or a similar on-premises Hyperion Planning environment.

Experience troubleshooting EPM data load processes using Data Management / Data Integration.

Knowledge of EPM architectural components, including business rules, calculation scripts, and security models.

Experience with Life Cycle Management (LCM) for migrating application artifacts.

Experience defining data transformation and validation rules for integrating data from relational sources (e.g., data warehouses) into a multidimensional EPM/Essbase application.

Preferred Skills & Experience (optional on matrix)

Oracle Cloud EPM Planning Certified Implementation Professional certification is strongly preferred.

Experience using REST APIs for EPM Cloud within PowerShell or another scripting language.

Knowledge of SQL for data validation and troubleshooting.

Experience maintaining Essbase Business Rules (Calculation Scripts). Foundational knowledge of Groovy scripting for EPM is highly desirable.

Familiarity with federal information security (INFOSEC) and data handling standards.

Prior experience acting as a liaison with software vendors or implementation partners.

CFTE may assist with HR functions per established procedures, processes and guidelines (e.g., timekeeping).

Policy Development

BPA's process for Policy development includes multiple levels of federal review prior to acceptance / adoption.

Interpretation of Policy/Regulations

Only BPA federal employees may determine the applicability and interpretation of regulations.

CFTE are not permitted to "interpret" regulations for or on behalf of BPA. Regulations are interpreted by federal personnel and communicated via standards, guides, policies and processes.

Representing BPA

Contract workers are required to identify themselves and their employer in signature blocks, in introductions and have a nameplate outside their cubicle.

CFTE must receive written VP approval to represent BPA at outside events, such as workshops, seminars or conferences.
