Job Summary:The NS&E Supplier Relationship Manager provides GBU-level strategic leadership for the identification, development, governance, and performance of high-impact supplier and subcontractor relationships across NS&E business lines and regions. The role translates GBU and Supply Chain priorities into an integrated supplier portfolio strategy that strengthens project execution, supports growth, mitigates supply risk, improves competitiveness, and creates sustainable value for customers and Bechtel.
Serving as the primary integrator for strategic supplier relationships, the manager aligns GBU leadership, project teams, functional organizations, Corporate Supplier Relationship Management, and external partners. The role establishes clear relationship objectives, executive sponsorship, engagement plans, performance expectations, and decision-ready insights from proposal development through execution and closeout.
Major Responsibilities:- Develop and maintain the NS&E SRM strategy, operating model, governance, and annual priorities. Segment the supplier and subcontractor portfolio based on business criticality, execution impact, spend, market leverage, risk, capability, innovation potential, and long-term strategic value.
- Establish executive sponsorship and structured engagement cadence for priority relationships. Prepare leaders for supplier interactions, define desired outcomes, document commitments, maintain escalation paths, and ensure follow-through across GBU, business line, regional, and project levels.
- Develop and maintain actionable engagement plans for high-impact partners. Define relationship objectives, target benefits, mutual commitments, performance expectations, risks, stakeholder maps, meeting cadence, and measurable outcomes.
- Partner with business lines and projects to identify critical suppliers and subcontractors early, align engagement with customer and execution strategies, integrate lessons learned, and prevent fragmented or duplicative project-level relationship management.
- Synthesize market intelligence, project demand, sourcing history, supplier capability, qualification status, capacity, geographic coverage, and commodity trends to support portfolio decisions. Identify emerging suppliers, constrained markets, localization opportunities, and gaps in the qualified supplier base.
- Establish a consistent approach for supplier performance reviews and improvement actions. Facilitate collaboration on innovation, standardization, value engineering, digital integration, cost competitiveness, cycle-time reduction, quality improvement, and predictable delivery.
- Coordinate with Supply Chain Operations, Procurement, Subcontracts, Supplier Quality and Expediting, Engineering, Construction, Project Controls, Legal, Risk, Finance, Sustainability, Supplier Diversity, Category Management, and Marketing and Business Development to ensure relationship strategies are executable and aligned.
- Maintain accurate SRM records in approved platforms, including Dynamics, and advance practical use of data, dashboards, automation, and AI-enabled analysis. Convert portfolio and project data into concise insights, recommendations, and actions for leadership and project teams.
- Develop, refine, and deploy scalable SRM processes, templates, datasets, dashboards, and governance. Promote consistent practices across NS&E while preserving flexibility for project, customer, regulatory, regional, and market requirements.
- Represent Bechtel in supplier forums, industry events, strategic meetings, and other external engagements. Build market credibility, strengthen access to supplier leadership, and communicate Bechtel expectations and long-term opportunity responsibly.
- Build an SRM culture centered on trust, accountability, ethical conduct, inclusion, collaboration, and performance. Coach project and functional teams on relationship planning, executive engagement, issue escalation, and converting supplier interactions into long-term business value.
Education and Experience Requirements:- Requires a bachelor's degree (or international equivalent) and 10-13 years of progressive experience in Supply Chain, Procurement, Subcontracts, Supplier Management, Commercial Management, Project Management, Engineering, Construction or 14-17 years of relevant work experience
- Requires significant experience supporting complex EPC programs, proposals, or project execution in regulated, quality-critical, government, nuclear, infrastructure, or similarly complex markets.
Required Knowledge and Skills:- Demonstrated strategic leadership in developing and executing supplier, subcontractor, category, commercial, or business relationship strategies.
- Ability to translate GBU priorities, customer needs, project demand, and market intelligence into focused, implementable engagement plans.
- Strong knowledge of EPC project lifecycles, proposal development, acquisition planning, sourcing, bid-evaluate-award processes, contract formation, and post-award performance management.
- Experience leading cross-functional initiatives and influencing senior stakeholders without relying on formal authority.
- Business and commercial acumen, including the ability to evaluate value, risk, leverage, performance, and long-term relationship tradeoffs.
- Capability to synthesize complex information and present concise, decision-oriented recommendations to executives and project leadership.
- Strong written, verbal, facilitation, negotiation, and interpersonal communication skills.
- Ability to operate independently in an evolving environment, establish structure, manage competing priorities, and drive actions to closure.
- Commitment to safety, quality, ethics, compliance, customer trust, and operational excellence.
Preferred Qualifications- Deep functional experience in Procurement, Subcontracts, Supply Chain Operations, Supplier Quality, Category Management, or Commercial Management.
- Experience with nuclear, NQA-1, safety-related supply chains, government contracting, or other highly regulated environments.
- Experience developing supplier qualification strategies, engagement plans, executive briefings, agreements, contract documents, and customer-facing materials.
- Experience with strategic sourcing, enterprise agreements, localization, capacity reservation, pre-buy strategies, supplier development, or vertical integration assessments.
- Proficiency with Dynamics, Power BI, digital supply chain platforms, data analytics, automation, and AI tools such as Copilot.
- Demonstrated success piloting and scaling new processes, tools, datasets, dashboards, or operating models across projects, functions, or regions.
- Global experience working across cultures, business lines, regions, and distributed project teams.
