Summary

Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Field Operations, New York Field Office, Fines, Penalties and Forfeitures Division, located in Queens, NY.

Joining the Customs and Border Protection Office of Field Operations will allow you to use your authoritative and technical expertise, supervising subordinate staff and overseeing the programs and policies related to the inventory and safe storage of seized property that has not met the requirements for entry into the U.S. Apply for this exciting opportunity to strengthen the Department's ability to perform homeland security functions, contribute to the interdiction operation, and provide advice on all matters relating to the seized property program.

This position starts at a salary of $125,431.00 (GS-13, Step 1) to $163,062.00 (GS-13, Step 10).

In this supervisory position you will become a key team member of homeland security professionals overseeing the inventory and safe storage of seized illegal narcotics, prohibited goods and restricted merchandise. Typical work assignments include:

  • Setting priorities and preparing schedules, ensuring timely performances of quality and quantity or work
  • Evaluating the performance of employees while identifying and scheduling appropriate training to improve performance
  • Managing and developing plans for the overall operation of the seized property program
  • Making decisions on storage requirements and locations for all types of seized property
  • Coordinating and directing seized property destruction operations

Qualifications

Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:

  • Providing technical direction on complex issues pertaining to seized property activities
  • Developing operational plans to ensure the safe and secure transfer and destruction of seized property
  • Researching special handling requirements for hazardous materials and making recommendations for proper storage requirements
  • Developing and providing guidance, training, and feedback for other employees

  • Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and

Polygraph Examination: CBP has the authority to conduct a polygraph for the Supervisory Seized Property Specialist position, however, at this time a polygraph is not a pre-employment requirement. If CBP decides to implement the polygraph as a pre-employment requirement while you are in the hiring process, CBP will notify you and provide additional information.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions:

  • Working for the U.S. Government as a federal civilian or as a member of the military
  • A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government
  • Participation in a study abroad program sponsored by a U.S. affiliated college or university
  • Working as a contractor, intern, consultant or volunteer supporting the U.S. government


Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment. Current and former federal employees may be required to serve or complete a probationary period.

Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) Eligibles: If you have never worked for the federal government, you are not CTAP/ICTAP eligible. Firearms Requirement: You will be required to carry a firearm and maintain firearm proficiency. This position requires that the incumbent meet initial and continuing qualifications in the use of firearms as outlined in the Gun Control Act of 1968, amended by the Lautenberg Amendment of 1996. An applicant whose background includes any of the following will be ineligible for consideration: 1) convicted of a crime punishable by imprisonment exceeding one year; 2) has any outstanding warrants or is a fugitive from justice; 3) unlawful user of or addicted to any controlled substance; 4) adjudicated as a mental defective or has been committed to a mental institution; 5) illegally or unlawfully in the United States; 6) renounced U. S. citizenship; 7) subject to a court-ordered restraining (protection) order from harassing, stalking, or threatening an intimate partner (spouse, former spouse, parent of applicant's child, individual who cohabitates or has cohabitated with the applicant), or child; or 8) convicted under Federal, State, or Tribal Court of a misdemeanor crime of domestic violence against an intimate partner or child.

Training: This position has a training requirement. Selectee(s) are required to attend and successfully complete 6.5 weeks of paid training in Glynco, GA. You may be required to successfully complete the training requirement as a condition of employment. Failure to successfully complete the required course(s) of training in accordance with CBP standards and policies will result in placement into either a former or different position, demotion, or separation as determined by management and appropriate procedures.

The incumbent must attend, within 12 months of entering on duty (EOD), the Custody and Management of Seized Property basic training course. In addition, the incumbent must have successfully completed/passed this training course requirement. There will be no key/alarm/combination lock access into the permanent seizure vault(s) or sign DHS Form 6051S, Custody Receipt for Seized Property and Evidence, until the successful completion of this training course.

Supervisory Probationary Period: You may be required to serve an 18 month probationary period upon appointment.

Supervisory Training: All newly appointed first-time CBP Supervisors are required to complete mandatory training. The training will be scheduled by the Office of Training and Development within the first 90 days of appointment. The duration of the training will include SLT three (3) weeks of in residence training in Harpers Ferry, WV. Note: This training may be waived if previously completed.

Uniform: This position requires you to wear an officially-approved uniform while in a duty status.

Overtime: Position may require unscheduled overtime and extensive travel for extended timeframes.

Shift work: You may be required to perform work on a shift and rotational basis.

Motor Vehicle Operation: You must possess a current valid State driver's license at the time of appointment.

Data Systems: You will be required to maintain access to all data systems necessary for duty execution.

Equipment: May be required to operate a forklift, pallet jacks and utilize other methods for handling materials/warehousing equipment.

Communication Device: You will be required to carry an electronic communication device.
