Summary

About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located with INSCOM, 780th Intelligence Military Brigade/781st Intelligence Military Battalion at Fort Meade, Maryland.

  • Plan and direct the security programs for the assigned unit and its subordinate organizations.
  • Provide technical and administrative supervision to subordinates engaged in security administration work.
  • Serve as a Contracting Officer's Representative (COR).
  • Develop and promulgate security policy, regulations, and procedures and monitor program activities to assure compliance with U.S. Code,DoD, National Security Agency (NSA) and Army policy and regulations.
  • Provide clarifications or technical instructions to the contractor, which assist in the interpretation of technical portions of the Statements of Work (SOW) or Specification requirements.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must pass a Counterintelligence (CI) scope polygraph examination with No Deception Indicated(NDI) on pre-appointment and remain subject to random CI scope polygraph examinations for the duration of employment.
  • Must be able to obtain and maintain a Top-Secret (TS) security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
  • Temporary Duty (TDY) Travel is required approximately 15% of the time.
  • All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
  • Must be able to obtain and maintain access to NSA facilities and networks.
  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
  • You may be required to serve a 2-year trial period.
  • You will be required to provide proof of U.S. Citizenship.
  • Direct Deposit of Pay is required.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • Under crisis, operations may be subject to short notice expanded hours, possible recall situations and irregular work hours, including weekends and holidays.

Army DCIPS positions apply Veteran's Preference to preference eligible candidates as defined by Section 2108 of Title 5 U.S.C., in accordance with the procedures provided in DoD Instruction 1400.25, Volume 2005, DCIPS Employment and Placement.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.

To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: developing, promulgating, and managing security policy, regulations, and procedures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS/GG-12).

Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience aloneno substitution of education for experience is permitted.

  • Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
  • This is an Intelligence Career Field position.
  • This position is considered Non-Combat Essential (NCE) in support of the Army's mobilization and wartime mission during periods of increased tension and mobilization and could be assigned to any location worldwide. Employees assigned to NCE positions must sign DD Form 2365, stating as a condition of employment, they understand the conditions described above and the requirement to maintain certain levels of medical, security, performance, conduct, and overall fitness that make them suitable for assignment to an austere and stressful combat environment. Failure to perform the duties of this position in an emergency may result in appropriate action-defined as separation for the efficiency of the Federal service under the procedures contained in 5 CFR 752.
  • This position has been identified for the Security Professional Education Development (SPeD)Certification Program. This is the Department of Defense (DoD) Security Certification Program directed by DoD Instruction 3305.13. It is approved by the Assistant Secretary of the Army for Manpower and Reserve Affairs for use in the Army via the following memorandum: Memorandum, Assistant Secretary of Army for Manpower and Reserve Affairs, dated 8 September 2015, subject: Security Professional Education Development (SPeD) Certification Program. The SPeD certification is DoD's initiative to professionalize the security workforce by establishing a common set of competencies for security practitioners that promotes interoperability, facilitates professional development and training, and develops a workforce of certified security professionals. This position requires the incumbent to obtain the SFPC certification within their first two years of employment. Subsequent SPeD certifications are required with the requirement to complete one per year each consecutive year thereafter in the order mandated by the SPeD certification sequence and/or as mandated by the position supervisor and/or organization leadership.
