Summary

This position is located with Operations Regulatory Compliance & Reporting (TOII) organization of the Internal Operations Management Office (TOI), Transmission System Operations (TO), Transmission Services (T), Bonneville Power Administration (BPA).

A successful candidate in the Supervisory Public Utilities Specialist position will be the supervisor of Operations Regulatory Compliance & Reporting responsible for planning, supervising, and leading programs, systems, and work processes.

As a Supervisory Public Utilities Specialist, you will:

  • Formulate, plan, and schedule capacity delivery programs and initiatives to support demand management and ensure secure, real-time operations of the high-voltage transmission grid.
  • Manage and review the organization's adherence to federal, agency, and energy-sector policies to ensure operational actions fully satisfy strict regulatory compliance and safety goals.
  • Represent the transmission organization at internal meetings and external utility-wide forums to build coalitions, negotiate agreements, and resolve conflicting policy or operational issues.
  • Analyze complex transmission grid system anomalies, operational bottlenecks, or compliance gaps to diagnose root causes and implement effective corrective action plans.
  • Authoritatively resolve escalated contractor performance issues, personnel grievances, and resource allocations under high-urgency or controversial regulatory conditions.
  • Coordinate across cross-functional BPA divisions and external regulatory bodies to resolve conflicting requirements and standardize compliance-reporting frameworks.

Conditions of Employment:

  • Selectee will be required to complete the Office of Government Ethics Standard of Confidential Financial Disclosure Report (OFGE450e) within 30 days of employment and annually.
  • First time supervisors will be required to serve a 1 year probationary period.
  • A preliminary background check must be completed before a new employee can begin work. Current Federal employees or other individuals with an existing completed background investigation may not be required to undergo another background check.


Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level [GS-13] in the Federal service. Specialized experience for this position is defined as experience 1) developing, implementing, and/or evaluating business processes and policies to ensure power transmission, utility operations, or energy system activities comply with federal reliability standards, state policies, and energy-sector safety regulations; 2) planning, scheduling, and/or identifying resource needs (such as staff, project funding, or equipment) to deliver complex operational programs, demand management initiatives, or capacity capabilities; 3) researching and analyzing grid performance metrics, system data anomalies, or key technical bottlenecks to isolate root causes and formulate strategic corrective action plans.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
