SummaryThis position is part of the DoW, Missile Defense Agency (MDA). This position is part of the the Advanced Capabilities Office responsible for rapid delivery of advanced asymmetric capabilities to the warfighter to disrupt the evolving threats. The incumbent will be responsible for: Adherence to the MDA Acquisition Governance Process to include understanding the charters and authorities of the agency, knowledge of the 6 baseline process and execution, and provide management oversight thereof.

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service.
As a Supervisory Program Manager at the NH-0340-4 broadband level, some of your typical work assignments may include:
- Document all program details; assess, manage and eliminate risk related to program cost, schedule, risk and performance; and report across the Agency to senior SES and Flag/General Officers on the progress of the program.
- Respond to DoWOSD, GAO and Congressional requests for information on the progress and challenges of the program.
- Manage programmatic activities to define the technical requirements, the acquisition documents IAW MDA processes and oversee the funding execution in the current year of execution and propose budgets to fund future years IAW MDA POM PPBES process.
- Prepare, review, and document acquisition documents for internal and external communications to include Agency leadership, other government Agencies, and prime contractors.
- Analyze financial and acquisition strategies and recommend courses of action to keep programs on or ahead of schedule including establishing a full set of receivers and givers with established delivery dates for integration, metrics for measuring periodic progress to those dates and clear definition regarding what is to be delivered.
- Perform other duties as assigned promulgate innovative solutions and asymmetric methodologies across the MDA, ensuring the MDS remains at the forefront of national security and continues to deliver superior protection for the homeland and allied
forces.

- This is an acquisition position coded Advanced in Program Management. Incumbent must obtain mandatory Back-to-Basics (BtB) certification within 36 months of entry into position.
- This is a Critical Acquisition Position. Incumbent will be required to sign a written tenure agreement to remain, for a minimum of three years, in the Federal Service in the Critical Acquisition Position.
QualificationsYou may qualify at the NH04 Broadband Level, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the NH-03/GS 13 grade level in the Federal service as listed below and must meet 2 of the 3 specialized experience listed below to be qualified:
- Applying systems acquisition processes, policies, procedures and practice necessary to develop and assess
technical and economical feasibility, including cost, schedule and performance. - Written and oral communication to plan, coordinate and brief actions in support of leaderships goal, objectives and vision and
working with and across executive staffs, joint staffs, commands, agencies and the services. - Comprehensive knowledge of Acquisition regulations, policies, regulations, and precedents, guidelines and processes.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
EducationSubstitution of education may not be used in lieu of specialized experience for this grade level.
