Summary

You will serve as a SUPERVISORY PROGRAM ANALYST (PROJMGT) in the NCIS.

All Naval Criminal Investigative Service (NCIS) positions are in the excepted service. This position is in the excepted service and does not confer competitive status.

Glynco, GA - $125,776.00-$163,514.00 per year


Duties

Help

  • You will perform and/or direct special analytical and fact-gathering projects for the analysis and assessment of activities and for documenting positions in support of the assigned location.
  • You will provide expert advice and assistance on organizational and management problems and implementation of management reforms.
  • You will conduct resource planning that considers budget, manpower, personnel, training, equipment and mission aspects of management and resource issues.
  • You will be responsible for defining resource requirements, including planning and submitting proposed budget for manpower, training, and equipment and executing approved budgets.
  • You will coordinate with the Human Resources Office on matters relating to personnel, recruitment, payroll, classification, management-employee relations, and onboarding for the HQ or field location.
  • You will be responsible Official/Approval Official for travel authorizations, vouchers, and local vouchers for all personnel in the assigned location.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • This position is covered under Public Law 114-264, the Program Management Improvement Accountability Act (PMIAA).


Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

  • Experience providing advice to senior leadership in the planning and execution of organizational goals and management priorities;
  • Experience maintaining direct responsibility for the operation of an administrative support staff, including daily supervision of the staff;
  • Experience managing administrative functions such as budget, finance, contracts, travel, HR procedures, process improvement and facilities; AND
  • Experience collaborating, coordinating, or negotiating with internal and external stakeholders on behalf of senior leadership.
