Summary

This position is located at the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), VA Medical Center (VAMC) in the Office of Health Informatics (OHI), Hampton Virginia. The incumbent of this position reports to the Chief, Office of Health Informatics and independently carries out assigned duties.

The incumbent is responsible for management, assessment, design, integration, modification, maintenance, and analysis of programs and processes related to the field of health informatics including administrative and clinical data and data management services or systems, and the electronic health record and related systems, with the goal of improving patient care, population health, reducing costs and waste, and improving the staff experience across VA. Additionally, the incumbent will serve as liaison between clinical staff and technical staff, and manage all administrative aspects of their programs and projects.

This role combines clinical, administrative, and technical knowledge that involve multiple specialized areas of a complex nature to develop, manage, maintain, and lead major health informatics initiatives and projects of a broad scope. The incumbent will primarily serve to manage one major, distinct, health informatics program at the facility and will coordinate with and provide cross-coverage for other informatics programs and their managers when needed.

Enables healthcare capabilities and the evolution of technology adjoined to the electronic health record (EHR) to deliver quality care by developing, implementing, monitoring, maintaining, and optimizing informatics tools and access to them.Ensures clinical input in the development and management of the (VHA) business architecture, which structures and communicates the VHA healthcare business, and includes descriptions of business behaviors, functionality, processes, and the flow of information that is required to achieve VHA's mission.

Ensures the VHA EHR and other clinical and business systems operate in a way that improves patient care, ensures patient safety, and meets the needs of providers. S/he participates in actions to evaluate, test, and report on errors found when working with systems and applications. Applies a true end-to-end process to evaluate workflows, identify issues, develop solutions based on best practice guidelines, and resolves and communicates changes to maintain and optimize processes that deliver HIT solutions.

Evaluates, documents, analyzes, prioritizes, and recognizes requirements for the improvement of the EHR and other systems in collaboration with the end initial phase of requirements analysis where information is gathered on what an IT system needs to perform by engaging with business owners, subject matter experts (SME), and/or field representatives.

Uses communication, education, and leadership to support comprehension of and adaptation to organizational updates. Adapts clinical software and emerging technologies to optimize the delivery of care through effective education and communication, innovations in process management, and high-quality customer service achieved by working in close partnership with clinical and administrative services. Provides communication channels to clinical and business teams to support deployment, sustainment, and optimization efforts; includes communication among all stakeholders through each level of the organization, to facilitate and support change.

Supervises a staff of Informaticist employees to accomplish the work of the health informatics office. Exercises supervisory authorities and responsibilities involving work assignments and reviews and approve or reject daily and long-range work requirements. Finds and implements ways to eliminate or reduce significant bottlenecks and barriers to production and promote team building to improve business practices. Exercises supervisory authorities and responsibilities involving administrative and personnel management functions relative to the staff supervised.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/09/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Quality Ranking Factor: Experience supervising or leading a multidisciplinary informatics team in a large, integrated healthcare system (e.g., VA, DoD, or similar).

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: determining organizational unit goals and objectives in a constantly changing and developing health care field; independently performing a full range of data analysis, to include collecting, evaluating, and synthesizing of data; preparing briefing documents and making presentations to senior managers; assists with estimating program budgets, reviewing contractor and health informatics work plans, and progress report development; and experienced knowledge and use of national database architecture and file structure, analytical techniques, and clinical applications development techniques.
