About the Position: This position is at Desmond T. Doss Health Clinic, Schofield Barracks, Hawaii. Tripler Army Medical Center is a tobacco-free workplace.

Duties

  • Serve as the Officer in Charge of Family Practice and Allergy/Immunization Clinics.
  • Direct the overall planning, execution, and supervision of all aspects and activities of the department, medical treatment, credentialing, and administrative processes.
  • Direct clinic quality assurance, utilization review, risk management, and peer review activities.
  • Review recommendations to change policies, procedures and programs needed for the efficient operation of the entire department.
  • Set long term and short term goals for the overall departmental operation, planning for changes to programs and determining staffing needs.
  • Analyze work methods and operational metrics and makes changes based on findings.
  • Work as a team member to coordinate with various section chiefs to discuss matters pertaining to personnel, prioritization of projects and equipment, clinic policies, and any phase of the clinical services program.
  • Responsible for the actions of and to interview, train, and evaluate the Family Practice (FP) staff.
  • Serve as first and second level supervisor and manager over Family Practice consisting of professional, technical, and administrative employees.
  • Through subordinate supervisors and/or work leaders, oversees the overall planning, direction, and timely execution of medical services and administrative support services.
  • Provide and/or update technical requirements and descriptions of work to be accomplished.
  • Serve on clinic and installation committees, attends administrative briefings, and planning meetings on a regular basis.
  • Make recommendations to the Clinic Commander for improvement of medical services and clinical operations to community served.
  • Responsible for a panel of patients comprised of the most difficult and complex type and recognize rare and difficult-to-identify symptoms or signs that would require further treatment.
  • Provide for or performs examination, diagnosis and treatment of the full range of outpatients as appropriate for a board certified physician.
  • Supervise medical students/externs, and other non-professional health care provider when requested.

  • The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. Detection of the presence of drugs is warranted.
  • This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • This position has a requirement to lift up to 50lbs. in the regular performance of duties.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position requires incumbent to obtain and maintain Basic Life Support training certification from, or in accordance with, the American Heart Association and American Red Cross.
  • Employees assigned to a medical treatment facility are required to be screened for applicable immunizations or pre-existing immunity based on occupational risk, regardless of job series.
  • This position has a mandatory seasonal influenza vaccination requirement and is subject to annual vaccination.
  • Applicants must be able to fulfill credentialing requirements and obtain and maintain appropriate/relevant clinical privileges.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Supervisory Physician (Family Practice):

Degree: Doctor of Medicine, Doctor of Osteopathic Medicine, or equivalent from a school in the United States or Canada. This degree must have been accredited by the Council on Medical Education of the American Medical Association; Association of American Medical Colleges; Liaison Committee on Medical Education; Commission on Osteopathic College Accreditation of the American Osteopathic Association, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. A Doctor of Medicine or equivalent degree from a foreign medical school must have provided education and medical knowledge equivalent to accredited schools in the United States. Evidence of equivalency to accredited schools in the United States is demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates, a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country, or successful completion of the U.S. Medical Licensing Examination. (Note: You must attach a copy of your transcripts or proof of foreign equivalency with your application package.)

Licensure: Applicants must possess a current, active, full, and unrestricted license or registration as a Physician from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

Graduate Training: Subsequent to obtaining a Doctor of Medicine or Doctor of Osteopathic Medicine degree, a candidate must have had at least one year of supervised experience providing direct service in a clinical setting, i.e., a one-year internship or the first year of a residency program in a hospital or an institution accredited for such training.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Residency, Experience, and Training: Applicants must have successfully completed the required accredited residency training in the specialty of the position to be filled (Family Practice) and equivalent experience and training equal to at least 5 years. Experience may not be substituted for residency training that is required for the specialty identified. The salary determination process begins after the initial job offer is accepted. This consists of the Activity Compensation Panel adding base pay and market pay to determine your starting salary and this will be provided to you once approved. Salary for physician positions is based on a tier scale, determined by the position specialty, grade, and location.
