- Keeps current on new developments, trends and methods involving biosafety and biocontainment as well as information involving veterinary microbiology and/or
infectious diseases. - Serves as a subject-matter expert on biorisk issues, providing counsel/advice concerning the execution of policies/functions, and ensuring compliance with relevant statutory, policy requirements governing both biosafety and biocontainment programs.
- Serves as a recognized expert in the field of biosafety, providing consultation and advice to international, Federal, State and local agencies, as well as professional organizations such as the ABSA International.
- Participates in the development and maintenance of an NBAF specific Biological Safety Manual and associated policies and procedures that provide guidance, policies and protocols for the NBAF Biosafety Program.

Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-14 includes one year of specialized experience comparable to GS-13 which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is the experience implementing a biocontainment, or biosecurity program; performing risk assessments and laboratory inspections at different biocontainment levels; moving biological agents to lower containment levels; providing advice regarding appropriate biocontainment levels and applicable regulatory guidelines; and serving or supporting the Biosafety officer related to biosafety issues.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Work Environment Working in a high containment laboratory poses some degree of risk to human health. For the health and safety of the incumbent and to prevent the spread of diseases, immunization against diseases being studied at NBAF which are transmissible to humans is required where the vaccine has been approved by the Food and Drug Administration (FDA) for safety and effectiveness under the Federal Food, Drug and Cosmetic Act, as amended 21 USC 321-392.
Psychological and physical health are monitored as part of a person review. For physical health monitoring, a baseline blood sample will be required for employees entering and working in the biocontainment facility. When enrolled in the serum monitoring program, in addition to physical and psychological examinations, the physical health status of personnel is monitored periodically using biologic and serological tests. Beyond regular monitoring programs, blood draws will be needed to monitor the specific medical surveillance examinations. Any medical condition which could create an unsafe environment for the individual or his/her co workers, such as: Insufficient control of a medical disorder which could result in sudden loss of consciousness; and inadequate vision and hearing required for safety in a laboratory environment must be considered before a job offer and may be disqualifying.
Risk is reduced but cannot be eliminated with special safety precautions. Use of Safety protocols and use of Personal Protective Equipment (PPE), such as respirators, disposable personal protective clothing, and eye protection, are used as needed. PPE is dependent upon the work performed and the laboratory space in which the work is performed. The incumbent is required to wear tight-fitting respirator when working in biological control areas; facial hair restrictions are to comply with proper operation of personal protective equipment. Approval to use a respirator requires a medical evaluation and fit test.
The incumbent must have the ability to take a full-body shower with soap and shampoo one or more times per day without assistance. The incumbent must not have a skin condition which would prevent daily showering. Jewelry of any kind is not permitted inside containment.
Body jewelry in piercings must have the ability to be removed prior to entering biocontainment or the piercing and jewelry must be completely sealed off from the working environment to protect the individual from contamination. No unhealed piercings are permitted inside biocontainment. External medical devices may not be permitted.

Facial hair restriction are required to ensure the proper fit of tight-fitting respirators.
Due to the contagious nature to livestock of Foot-and-Mouth disease, and other diseases under study at NBAF, Select Agent Regulations specify a personal quarantine for the incumbent entering biocontainment. As a condition of employment, all personnel entering biocontainment facilities at NBAF must not be in contact with specific susceptible animals for a period of five (5) days after leaving biocontainment. Currently, restricted species include cattle, sheep, goats, deer, other ruminants, and swine. Contact with horses, birds (agricultural and pet birds) and rabbits are normally permitted, but restrictions may be placed on staff working with or near-contagious agents affecting these species. Restricted livestock or other restricted animal may not be housed on the premises where the employee lives and where quarantine cannot be enforced. Incumbents who violate this requirement may be removed from employment or may be subject to other disciplinary action.
Medical confidentiality will be maintained by the examining physician and only fitness (or unfit) for duty determinations will be indicated. As required, periodic fitness for duty physicals will be scheduled. In addition, medical clearance will be required if it becomes necessary to enter an area where an air purifying respirator or other respiratory protection is required.
EducationBasic Requirements:A. Degree: microbiology; or biology, chemistry, or basic medical science that included at least 20 semester hours in microbiology and other subjects related to the study of microorganisms, and 20 semester hours in the physical and mathematical sciences combining course work in organic chemistry or biochemistry, physics, and college algebra, or their equivalent.

B. Combination of education and experience: courses equivalent to a major in microbiology, virology, biology, genetics, biochemistry, chemistry, or basic medical science that included courses as shown above, plus appropriate experience or additional education.
Graduate Education: Microbiology, or specific area of study such as bacteriology, virology, mycology, algology, protozoology, parasitology, immunology, serology, microbial genetics, or soil microbiology; or specific applied fields of microbiology such as clinical and public health microbiology, food technology, production processes, industrial fermentation, pollution, etc. Graduate study in related fields such as experimental pathology, infectious diseases, epidemiology, biochemistry, animal or plant physiology, genetics, plant pathology, and insect disease control, may also be pertinent, provided it has direct application to microbiological work.
Evaluation of Education: Microbiology is a broad field of science encompassing a number of scientific disciplines or areas of science, the fields in which this science is applied, and related fields where the work is concerned with or involves microbiology. The scientific disciplines or areas of this science include bacteriology, immunology, serology, algology, mycology, parasitology, protozoology, rickettsiology, tissue culture, virology, and similar disciplines or areas of science. The applied fields include environmental, food, dairy, soil, industrial, public health, clinical, and agricultural microbiology, and similar areas in which microbiology is applied. Related fields include taxonomy and systematics, plant, animal, or human physiology or pathology, infectious diseases, epidemiology, ecology, and similar areas of science where the work is directly related or applies to microbiology. Except where the course work deals with a limited and specific segment of the science, where it might be limited in usefulness, most of the work, including that dealing with the development and use of microbiological methods, procedures, and techniques, is qualifying. In interpreting the substantive value of the course work, credit may be given for courses in related fields, depending on the degree to which the courses are related to micro-biological work.
Evaluation of Experience: For positions at GS-9 that involve a substantial amount of work in a specific specialized area or applied field of microbiology, at least 6 months of the experience must either have been in the appropriate area of specialization or applied field of microbiology, or have direct application in the area for which the applicant is being considered. For the GS-11 and higher grade levels of such specialized positions, the experience must have been sufficiently specialized to insure adequate familiarity with the area of specialization or applied field of microbiology or have direct application in the area for which the applicant is being considered.
Alternate requirement: For GS-14 clinical and public health microbiology positions, certification by the American Board of Medical Microbiology/American Board of Medical Laboratory Immunology, or election to Fellowship in the American Academy of Microbiology fully meets the experience requirement for such positions.
