As a Supervisory Management and Program Analyst, you will perform the following duties:
- Oversee human resources related initiatives in areas such as Staffing/Recruitment, Workforce Planning, Training, Awards, Performance Management, Executive Resources, and other related human resources areas. Serve as the liaison with the Workforce Management Office's Human Resources Business Partner (HRBP) and consult on human resources priorities and goals on the organization's behalf. Coordinate and administer human resources requirements and recommend internal policies as applicable.
- Develop and maintain a high level of sensitivity and awareness of management concerns/issues involving workflow, employee relations, organizational structure, functions, etc. Perform analyses, conduct evaluations, and advise executive leadership on program/operations effectiveness, efficiency, and productivity. Identify and monitor actual or potential problem areas that may require executive leadership decisions and recommend specific courses of action to resolve problems or correct deficient performance areas.
- Perform numerous and diverse duties to achieve mission success including policy development, planning, budgeting, management and program oversight. Oversee the development of policies, guidelines, and procedures required for implementation of existing programs as well as any new potential programs. Provide supervision to division staff engaged in program/project responsibilities, guiding and controlling the work of assigned government and contractor personnel. Plan and distribute work to subordinates, set and adjust short and long term priorities, prepare work schedules, evaluate work performance, and provide technical oversight and instruction.

The ZA-5 is equivalent to the GS-15.

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
To qualify at the ZA-5 or GS-15 level:SPECIALIZED EXPERIENCE: Applicants must also possess one full year (52 weeks) of specialized experience equivalent to ZA-4 or GS-14 in the Federal service. Specialized experience MUST include all of the following:
- Overseeing and advising on a wide range of human resources (HR) functions such as Staffing/Recruitment, Workforce Planning, Training, Awards, Performance Management, Executive Resources, or Employee Relations;
- Conducting policy development and studies or analysis on new and existing programs to ensure effectiveness and efficiency; and
- Planning, evaluating, and leading projects or teams, such as assigning work, setting priorities, budgeting, and providing feedback on work assignments.
