General Manager Duties:

As a Front Line Manager you will:

  • Plan work to be accomplished by subordinates, sets and adjusts short-term priorities and prepares schedules for completion of work.
  • Assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.
  • Evaluate work performance of subordinates and makes recommendations for outstanding performance recognition and/or disciplinary action.
  • Give advice, counsel or instruction to employees on work and administrative matters.
  • Interview candidates for positions within the organization/unit and recommend appointment, promotion or reassignment to such positions.
  • Hear and resolve complaints from employees, refer group grievances and/or more serious unresolved complaints as appropriate.
  • Effect minor disciplinary measures, such as warnings and reprimands, recommend other actions in more serious cases.
  • Identify developmental and training needs of employees, providing or arranging for needed development and training.
  • Initiate ways to improve production, work processes and/or to increase the quality of the work directed.

  • Provides leadership and direction for planning, administering, and evaluating assigned FMSS programs, projects, and organizational activities to ensure alignment with IRS and Department of the Treasury missions, goals, and strategic priorities. Identifies, acquires, and allocates resources; establishes organizational priorities; manages budgetary and staffing requirements; and evaluates program effectiveness to ensure the efficient and effective delivery of products and services.
  • Directs staff in identifying, distributing, and balancing workload based on organizational priorities, mission requirements, workflow demands, and employee skill levels. Establishes performance expectations, performance measures, and accountability standards for subordinate staff and organizational programs; provides guidance and feedback on work products; evaluates organizational performance; and ensures quality control, stewardship, and oversight of assigned programs, funding, contracts, and related activities.
  • Holds subordinate employees accountable for accomplishing assigned work, meeting performance expectations, achieving organizational objectives, adhering to established policies and procedures, and producing timely, accurate, and high-quality work products.
  • Reviews work products for quality, accuracy, consistency, and compliance, and integrates work accomplished by employees at multiple organizational levels to ensure the effective flow of work into and out of assigned programs. Prepares, reviews, and submits budgetary plans, forecasts, justifications, and resource requirements for assigned programs and operations.
  • Provides oversight of contractor performance and holds contractors accountable for compliance with contract requirements, service level expectations, performance metrics, deliverable quality, and organizational objectives. Reviews internal and external documents, reports, financial information, and other program-related work products. to ensure compliance with applicable laws, regulations, policies, procedures, and internal control requirements.

Qualifications

Federal experience is not required. Experience may have been gained in the public sector, private sector or through Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. QUALIFICATION REQUIREMENTS: To qualify for this position, you must meet the qualification requirements outlined below:

SPECIALIZED EXPERIENCE: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level within the payband or GS grade in the normal line of progression in the Federal service that demonstrates the required managerial skills and technical competence required to perform the job. To be qualified for this position your experience must include:

  • Experience managing programs or organizational initiatives by establishing priorities, allocating resources, monitoring progress, and evaluating results to accomplish organizational goals.
  • Experience leading projects through planning, execution, monitoring, and completion while managing people, timelines, resources, risks, and project requirements.
  • Experience developing and implementing process improvements, operational changes, or organizational solutions to address program challenges and improve performance.
  • Experience analyzing operational, financial, performance, or program data to identify trends, assess risks, evaluate organizational performance, and develop recommendations for management decision-making and process improvement.
  • Experience creating reports, analyses, recommendations, or decision documents to communicate program results and support management decision-making.
  • Experience leading teams, working groups, or collaborative initiatives to resolve issues and accomplish program or project objectives.
