Summary

The position is located in the Economic Research Service (ERS), Administrative and Financial Services (AFS). The selectee is not required to report to a government office, however, the option to work in one of the Agency offices may be available.

In this position, you will establish criteria, formulate studies, assess program effectiveness, and evaluate the effectiveness of the organization's Human Capital and Workforce Planning process.

Duties

Help

  • Recommends efficient processes to execute implementation and serves as the Policies and Procedures liaison with AFM-HR Team.
  • Evaluates the impact of human resources policies and procedures established by the ARS Administrative and Financial Management Division and the Office of Personnel Management and anticipates potential impact on Agency goals and objectives.
  • Independently reviews Agency staffing levels and advises management officials of potential staffing needs.
  • Assists Division Directors, Branch Chiefs and selecting officials in the preparation of justification documents associated with established Recruitment, Retention, and Relocation policies and procedures.
  • Collects, analyzes, and assembles human capital data and information from various sources within the Agency for the purpose of preparing reports and requests for members of Congress, Departmental officials, Mission Area, Office of the Administrator.
  • Prepares quarterly, bi-annual, semi-annual, and annual human capital report of activities for review by management officials within the Agency.

Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

GS-13

Specialized experience is experience directly related to the position to be filled. One (1) year of specialized experience equivalent to at least the GS-12 grade level in the Federal Service. The specialized experience requirements for the GS-13 level of this position are:

  • Developing program and regulatory policies and procedures;
  • Planning and implementing human capital programs;
  • Producing analytic reports:
  • Providing briefings for administration bodies.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
