Summary

About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is with the 780th Military Brigade/781st Military Battalion at Fort Meade, Maryland.

Duties

Help

• Review completed work of personnel to ensure it is technically and substantively sound.
• Provide guidance, recommendations and oversees the SIPRNET, NIPRNET and intelligence systems accreditation process for the Brigade/Battalion.
• Plan and designate work assignments, assure equitable distribution of work, and set priorities.
• Serve as the Brigade/Battalion point of contact for all aspects of planning, coordinating and implementing DoD and DA information assurance regulations.

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
• Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
• Must be able to obtain and maintain a TOP SECRET security clearance based on a single scope background investigation (SSBI) with eligibility for Sensitive Compartmented Information (SCI).
• TDY will be required 25% or less of the time.
• All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
• Must be able to obtain and maintain access to NSA facilities and networks.
• This position is considered Non-Combat Essential (NCE) in support of the Army's mobilization and wartime mission during periods of increased tension and mobilization and could be assigned to any location worldwide.
• This position is designated Mission Essential and the incumbent must be able to remain on duty or make every effort to report to duty on-time during emergency and/or crisis situations.
• Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
• You will be required to provide proof of U.S. Citizenship.
• Direct Deposit of Pay is required.

Army DCIPS positions apply Veteran's Preference to preference eligible candidates as defined by Section 2108 of Title 5 U.S.C., in accordance with the procedures provided in DoD Instruction 1400.25, Volume 2005, DCIPS Employment and Placement.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.

To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: One year of specialized experience which includes: providing help desk support; assisting with developing system architecture; and assisting with developing and issuing personnel standards. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-12).

Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience aloneno substitution of education for experience is permitted.

• This position requires a 2 year trial period during which the agency evaluates your fitness and whether your continued employment advances the public interest. • Incumbent (or Selectee) is required to satisfactorily complete the appropriate training and obtain the required certification/recertification for this position as outlined in DoD Publication 8570.01-M Information Assurance Workforce Improvement Program, dated 19 December 2005 (incorporating Change 1, 15 May 2008).
• In accordance with DoDM 8140.03 and supplemental Army guidance, the employee must obtain and maintain the following requirements for each Cyber work role (except Data, AI, and/or Software Engineering) at the assigned proficiency level: 1) Foundational qualification requirements within 9 months, 2) Resident qualification requirements within 12 months, 3) 20hours of Continuous Professional Development (CPD) per work role code (which can overlap).
• Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
• This is a Digital Technology Career Field position.
• Must satisfactorily complete the appropriate training and obtain the required certification/recertification for this position as outline in DoD Publication 8570.01-M Information Assurance Workforce Improvement Program, dated 19 December 2005 (incorporating Change 1, 15 May 2008).
