Duties

Help

• You will be responsible for the selection of Marines to serve in the Defense Attaché System (DAS).
• You will track Marines selected to the Defense Attaché System (DAS) program and Marines in the program's training pipeline, as well as those positioned abroad, to minimize billet vacancies and address any administrative needs.
• You will produce, submit and maintain a detailed timeline for all Marines selected to or in the Attaché Program.
• You will supervise the USMC Foreign Liaison Officer (FLO) on all foreign liaison activities.
• You will manage foreign disclosure activities for military intelligence information and with the HQMC point of contact for Marine Corps units and external agencies on information sharing and foreign visits.
• You will supervise visits by foreign officials to Marine Corps installations and contractor facilities worldwide.
• You will assist the development and oversight of a wide-ranging program in support of approximately 140 attachés from some 90 countries ranging in rank from general/flag officer to major.

• This position may require a 2-year DCIPS Trial Period.
• This position may require a polygraph examination.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS/GG-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

1. Planning, coordinating, and executing Marine Corps Attaché Program Manager activities, including liaison with Department of War, Joint Staff, Intelligence Community, and Allied/Coalition organizations, input to program objective memorandum (POM) planning process, and support to Defense Intelligence Agency and Marine Corps Intelligence Activity for the selection of MARA applicants.
2. Developing and integrating foreign liaison strategy considerations into overall HQMC Intelligence Division planning and mission priorities to ensure accomplishment of objectives, to include the conduct of foreign disclosure activities, identification of ally and partner key leader engagement opportunities for the USMC Director of Intelligence, and forging key relationships with allies and partners based on overall Service-level strategy and priorities.
3. Record of leading and guiding joint teams of civilian, military, and contractor personnel in the execution of Defense Attaché System initiatives, to include recommendations on optimum placement of MARAs.
4. Providing accurate and timely advice, counsel, and recommendations to leadership to determine acceptable courses of action for MARA selection and activities, and development of intelligence security cooperation actions in coordination with DC Plans, Policy, and Operations International Affairs and Security Cooperation branches.
