Full Job Description
Summary

The primary purpose of this position is to effectively manage and direct command recruitment and placement, affirmative employment and the (ART) Officer career programs. Serves as first level supervisor, providing planning, directing, organizing, and exercising control over employees assigned to the Staffing, Affirmative Employment and Career Program Branch.

  • In addition, subject position is the primary advisor to Career Management Board (CMB) and to the Manager Development Council (MDC) for ART officers.
  • Plans, organizes, and directs the activities of the unit/DPCS, ensuring that recruitment, placement and affirmative employment as well as the ART Officer career program comply with legal and regulatory requirements and meet customer needs.
  • Exercises supervisory personnel management responsibilities.
  • Represents the unit, in negotiations and discussions with lateral commands, USAF, other agencies and OPM as well as unit organizations in regard to the development and adaptation of recruitment, placement, affirmative employment and career program management policies and processes.
  • Provides recruitment. placement. affirmative employment and ART Officer career program management, ensuring effective operation and maintenance of these command programs.
  • Provides staff assistance and evaluation assessments of field civilian personnel offices.

  • May be required to travel by military or commercial aircraft in the performance of temporary duty assignments.
  • In accordance with PL 103-89, if this position is filled by an employee entitled to continued coverage as a "GM", the pay plan of this position will be documented "GM" in DCPDS.
  • Must be able to obtain and maintain a Secret security clearance.


Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Comprehensive knowledge of and skill in applying the full range of recruitment, placement, affirmative employment, career program and human resource management concepts, laws, policies, principles, techniques and practices.

2. Knowledge of safety and security regulations, practices, and procedures.

3. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.

4. Ability to communicate effectively, both orally and in writing.

5. Ability to gain cooperation from others through tact, courtesy, and diplomacy.

6. Knowledge of the relationships of the various personnel disciplines.

7. Knowledge of the AFRC structure, missions and organizational relationships.

8. Knowledge of and skill in applying the methods and techniques of fact-finding, analysis, and evaluation to complex problems.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
