Organizational Location: This position is located in the Department of Homeland Security, U.S. Immigration and Customs Enforcement, Processing Unit, in Irving, Texas.

This is a non-bargaining unit position.

Duties

Help

As a Supervisory Human Resources Specialist, you will perform the following duties:

  • Plans, develops, organizes, evaluates, and directs comprehensive programs covering all areas of HR processing.
  • Ensures employees within the Processing Unit follow applicable laws and Office of Personal Management (OPM) regulations, as well as DHS, and ICE policies and procedures.
  • Provides administrative and technical advice to staff, as necessary, for accomplishing the work of the Processing Unit.
  • Advises management on the impact of changes to statutory or regulatory responsibilities and recommends appropriate action to reduce the impact on ICE program offices.
  • Initiates and monitors studies and analyses affecting management of program requirements such as funding and milestones and deliverables.

You qualify for the GS-14 grade level if you possess one (1) year of specialized experience at the GS-13 grade level or equivalent performing duties such as:

  • Providing advice and guidance to supervisors, managers, and employees on complex and sensitive processing issues.
  • Interprets and explains laws, rules, regulations, policies, and procedures, including those found in the Guide to Processing Personnel Actions to leadership, human resources staff, and employees.
  • Conducting studies concerning organization-wide and/or government-wide processing issues.
  • Providing technical guidance and training to leadership and human resources partners.

This is a temporary promotion/assignment, not to exceed one (1) year that may be extended up to five (5) years total and/or made permanent without further competition. Upon termination of the promotion, you will be returned to your original position of record, or to a different position of equivalent grade and pay. Temporary promotions may be terminated at any time based on the needs of management.

Supervisory Probationary Period: This is a supervisory position. Under provisions of the Civil Service Reform Act, first time supervisors and/or managers will be required to serve a 1-year probationary period. You may also be required to complete an appropriate supervisory training course within one year of assignment to this position.

Local Commuting Restriction: This announcement is subject to Local Commuting Restrictions as defined in 5 CFR A7330.101. For this announcement, the Local Commuting area is 50 miles from your home of record.
