Summary

The Branch Chief oversees the HR professionals across the JSC Human Capital Office, providing leadership for human capital functions supporting one of NASA's largest and most complex Centers. This role will advise senior leadership on workforce strategy, talent acquisition, employee and labor relations, organizational effectiveness, and other human capital initiatives while ensuring consistent application of Agency policy and supporting NASA's human spaceflight mission.

Duties

  • Direct human capital initiatives by partnering with Center executives and leaders to align workforce strategies, organizational priorities, and talent
    management with NASA and Johnson Space Center mission objectives.
  • Supervise, develop, and evaluate subordinate employees; establish priorities and performance expectations; allocate resources; and foster a
    high-performing, customer-focused organization committed to continuous improvement.
  • Monitor branch performance metrics, identify trends, and recommend process improvements to maintain effective operations.
  • Collaborate across OCHCO in support of the strategic plan, mission, vision. Ensure organizational values are communicated and integrated into
    functional area strategies, goals, objectives, and work; communicates milestones.
  • Provide advice and guidance to senior level management on key HR program areas and topics such as organizational effectiveness, strategic
    planning, and implementation of HR policy/procedures that align to the Center's strategic priorities and goals.
  • Perform a full range of supervisory duties which includes assigning and evaluating work; recommending personnel actions; taking disciplinary actions; and identifying training needs and developing employees.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level:

  • Providing strategic HR advisory services to senior leadership and internal/external stakeholders;
  • Leading and/or overseeing complex human resources programs, projects, or initiatives involving multiple organizations or stakeholders;
  • Formulating objectives and recommendations across various human resources functions to effectively meet current and long-range workforce goals.

Qualified NASA term employees who have term conversion eligibility (Term Appointments | NASA) under the NASA Flexibility Act of 2004 will be referred and considered equally with other NASA permanent employees under internal competitive placement procedures.

Per Executive Order 14343, this position is not part of a bargaining unit.

Probationary Period

You may be required to serve a one-year probationary period during which we will evaluate your fitness and whether your continued employment advances the public interest. If selected, the requirement to serve such period will be determined by Title 5 of the Code of Federal Regulations, Part 11.

In determining if your employment advances the public interest, we may consider:

  • your performance and conduct;


  • the needs and interests of the agency;


  • whether your continued employment would advance organizational goals of the agency or the Government; and


  • whether your continued employment would advance the efficiency of the Federal service.


Upon completion of your probationary period your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.

Supervisory probationary periods are not subject to the process outlined above. However, if you are also required to complete a standard probationary period, you will be subject to the requirements and conditions of both the standard and supervisory probationary periods.
