As a
Supervisory HR Specialist (Recruitment & Placement) (Talent Acquisition Director), you will:
- Directs and oversees end-to-end staffing operations, including job analysis, recruitment, qualification determinations, rating and ranking, certificate issuance, and selection processes. For Senior Executive and Senior Professionals, also coordinates with the Executive Review Board and OPM's Qualification Review Board for candidate submission. Oversees the work of the Department's shared service provider. Ensureshiring actions are conducted efficiently, accurately, and in compliance with applicable requirements. Establishes performance metrics to monitor timeliness, quality, and effectiveness of hiring actions, and implements process improvements to enhance service delivery and applicant experience. Oversees staffing systems and ensures data integrity, accountability, and accurate reporting.
- Serves as a senior supervisor over multiple branches, providing leadership in planning, assigning, and evaluating work; establishing performance expectations; and developing staff capabilities. Provides expert advisory services to senior leadership, managers, and HR professionals on complex staffing and recruitment matters. Represents the agency in interagency forums and coordinates with oversight organizations on hiring initiatives and compliance requirements.

Key Requirements:- Must be U.S. Citizen or U.S. National.

- A one year supervisory or managerial probationary period may be required.

QualificationsYou must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the
GS-15, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the
GS-14 grade level in the Federal service
.
Specialized Experience for this position includes:
- Leading and overseeing end-to-end talent acquisition or staffing operations (including executive hiring), ensuring efficiency, accuracy, and compliance with applicable requirements; AND
- Managing and improving the performance of talent acquisition programs, including establishing and monitoring metrics related to hiring timeliness, quality, compliance, and applicant experience, and implementing process improvements to enhance service delivery; AND
- Leading recruitment, outreach, or workforce attraction strategies designed to expand applicant pools, strengthen candidate quality, and support organizational hiring goals through partnerships with internal stakeholders and external organizations; AND-Overseeing shared service providers, HR systems, or operational service delivery models supporting staffing and recruitment functions, ensuring accountability, data integrity, and alignment with organizational needs; AND
- Supervising and leading multidisciplinary teams, including setting priorities, managing performance, developing staff, and directing the work of talent acquisition functions.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following
time-in-grade requirement, if applicable: For the
GS-15 you must have been at the
GS-14 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
