DUTIES:

The incumbent serves as the Supervisory Interdisciplinary General Engineer and Facilities Manager for the U.S. Coast Guard Community Services Command (CSC). The position functions as the command's principal engineering authority and senior facilities engineering advisor responsible for supervising engineering and facilities planning personnel and directing engineering, construction, renovation, repair, infrastructure modernization, safety oversight, and facilities management activities supporting approximately 65 geographically dispersed facilities located throughout the United States, including Alaska, Hawaii, and Puerto Rico.

The incumbent provides authoritative technical recommendations and engineering guidance to senior leadership, including the Commanding Officer, Executive Officer, Directors, and Contracting personnel regarding facilities engineering, construction management, infrastructure modernization, operational risk, safety compliance, and facilities management matters.

QUALIFICATIONS REQUIRED:

Minimum:

1. DEGREE. Degree in Professional Engineering. To be acceptable, the curriculum must:

1. Be in a school of engineering with at least one curriculum accredited by the Accreditation Board for

Engineering and Technology (ABET) as a professional engineering curriculum; or

1. Include differential and integral calculus and courses more advanced than first-year physics and chemistry in five of the following seven areas of engineering science or physics: (1) statics, dynamics; (2) strength of materials; (3) fluid mechanics, hydraulics; (4) thermodynamics; (5) electrical fields and circuits; (6) nature and properties of materials; and (7) other comparable areas of engineering science or physics.

OR

COMBINATION OF EDUCATION AND EXPERIENCE. College level education, training, and/or technical experience that furnished (a) A thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (b) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

1) Professional Registration: current registration as a professional engineer by any state, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved search registration by means other than written test (e.g. state grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a state board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineer positions.

2) Written Test: Evidence of having successfully passed the Fundamental of Engineering (FE) or Engineer-in-Training (EIT) examination, or the written test required for professional registration which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico.

3) Specified Academic Courses: Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum. 4) Related Curriculum: successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be excepted in lieu of a degree in engineering, provided the applicant has had at least one year of professional engineering experience to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

2. Professional Engineering Experience:

Applicants must possess progressively responsible professional engineering experience that demonstrates

the ability to:

• Plan, design, manage, and oversee engineering, construction, renovation, facilities infrastructure, or capital improvement projects.
• Prepare, review, and interpret engineering plans, specifications, technical analyses, cost estimates, and construction documents.
• Apply professional engineering principles and sound engineering judgment to resolve complex technical problems and provide recommendations to leadership.
• Demonstrate experience supporting facilities engineering operations within the U.S. Coast Guard or Department of Defense environment.
• Possess or obtain and maintain a Contracting Officer's Representative (COR) Level I certification.

3. Leadership/Supervisory Experience:

• Experience supervising or leading professional, technical, or multidisciplinary personnel, including assigning work, establishing priorities, mentoring employees, evaluating performance, and resolving work-related issues.
• Experience managing multiple engineering projects simultaneously while advising leadership on engineering matters affecting organizational operations.

Preferred (in addition to the minimum):

1. Experience managing geographically dispersed facilities operations.

2. Construction management experience involving capital improvement or infrastructure modernization

projects.

3. Safety program management or construction safety oversight experience.

4. Experience supervising interdisciplinary engineering or technical teams.
