Summary

This position is a Supervisory Fish and Wildlife Biologist, GS-0401-13 working for the R8-Southern Nevada Fish and Wildlife Office.

This position may be filled in either Carlsbad, CA or Palm Springs, CA.

Pay will vary based on duty location for which you're selected. First time hires to the Federal government normally start at the step 1 rate.

Duties

Some of the major duties you will perform include but are not limited to the following:

• Analyzes the impacts of residential and commercial development, mining, military training, water conveyance, energy and transmission development, transportation, recreation, and other land uses and plans on listed, at-risk, and sensitive species under the Endangered Species Act, Fish and Wildlife Coordination Act, and Sikes Act.
• Develops conservation partnerships to aid in the planning, funding, and implementation of recovery projects and initiatives for the benefit of listed species. Effectively negotiates conservation outcomes through a variety of regulatory and non-regulatory pathways that aid in recovery of listed species.
• Develops and communicates conservation priorities to a division of biologists and ensures appropriate management of workload and efficient use of agency resources and staff time in achieving those priorities and meeting regulatory requirements.
• Develops and tracks budgets for reimbursable funding, ensures appropriate coding of hours to funding codes for division staff, and ensures the division appropriately oversees funding grants and agreements.
• Works effectively as part of the office's management team to help in setting priorities, providing input on decisions, and communicating and implementing office decisions within their division. Conducts performance reviews, supports employee development and training, and conducts hiring actions.

This is a supervisory position that may require completion of a supervisory probationary period.

Qualifications

All qualifications must be met by the closing date of this announcement - 09/15/2026-unless otherwise stated in this vacancy announcement. Competitive candidates must also meet Time-in-Grade requirements as defined in 5 CFR 300, Subpart F.

Minimum Qualification Requirements: To qualify for this position, you must meet the following minimum qualifications:

Basic Educational Requirement AND Specialized Experience for the series to which you are applying.

Basic Educational Requirements: In addition to the specialized experience requirements for this position, you must meet at least one of the following:

A.Degree: Possess a bachelor's degree or higher in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. You must submit transcripts.

B. Combination of education and experience: Possess a combination of education and experience that included coursework equivalent to a major (i.e. 24 semester/36 quarter hours or school equivalent) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines as shown in A above, PLUS appropriate experience or additional education, and in combination equals 100% of the basic requirements. C. I do not possess the education or combination of education and experience described above.

To qualify for this position at the GS-13 grade level:

Experience: To qualify, you must possess at least one full year of specialized experience equivalent to the GS-12 level in the Federal service (obtained in either the public or private sectors). Specialized experience may be defined as demonstrated experience: 1) Supervising and mentoring a team of biologists focused on conservation of fish and wildlife resources and application of Federal wildlife statutes and regulations.; 2) Performing regulatory compliance with governmental and non-governmental entities under the Endangered Species Act, National Historic Preservation Act, and National Environmental Policy Act for individual development projects, conservation projects, land use plans, and large-scale habitat conservation plans.; 3) Negotiating conservation outcomes with governmental and non-governmental representatives through various permitting and planning processes.; 4) Developing and maintaining long-term partnerships for the implementation of species recovery projects and initiatives. ; and/or 5) Working internally and with partners to access funding resources and manage grants and agreements for the implementation of conservation projects. NOTE: Your resume must contain sufficient information in these areas to be found qualified. You must include hours per week worked.

You will receive credit for all qualifying experience, including volunteer experience.
