Organizational Location: This position is located in the Department of Homeland Security, U.S. Immigration and Customs Enforcement, Homeland Security Investigations (HSI), in McLean, Virginia.

Duties

Help

As a Supervisory Fingerprint Specialist (Unit Chief), at the full performance level, you will perform the following duties:

• Manage overall direction of supervised units and coordinate actions with other Laboratory units, other HSI units and external partners;
• Identify weaknesses and problems and recommend and implement improvements and solutions in HSI Forensic Laboratory processes, equipment and materials, performance, and documentation;
• Review and approve the substance of reports and scientific conclusions drawn from highly technical forensic examinations, assuring their accuracy and adherence to internal, professional, and judicial standards;
• Directs all technical and complex fingerprint operations in response to submissions from various Federal, state, local, and foreign law enforcement elements; and
• Manage and provide authoritative, technical, and administrative guidance to a senior level staff composed of Supervisory Fingerprint Specialist and oversees the administrative staff personnel assigned to meet the administrative needs of the laboratory.

• Probationary Period: This is a full-time permanent position (Career/Career-Conditional appointment). Upon appointment to this position, you may be required to serve a one-year probationary period.
• Security Clearance: Individuals selected for this position should be able to obtain and maintain at a minimum Top Secret clearance.
• Professional Certification: The incumbent must be certified in latent print examination by the International Association for Identification (IAI) or otherwise possess a current professionally recognized equivalent certification.

Experience: You qualify for the GS-15 grade level if you possess one (1) year of specialized experience at the GS-14 grade level or equivalent performing duties such as:

• Serving as a technical advisor in matters relating to proper collection, preservation, packaging, and submission of criminal evidence;
• Making recommendations that involve complex and difficult case law decisions that influence the development and modification of significant policies for federal, state, and local law enforcement agencies; and
• Preparing, communicating, and reporting examination results and conclusions and illustrative exhibits for court use.
• Participating in all aspects of the science of friction ridge analysis to include principles, theories, techniques, philosophies, concepts, and practices.

Additional Requirements:

• Minimum of a bachelor's degree with a master's degree (preferred) from an accredited college or university.
• Must have extensive knowledge of laboratory accreditation requirements as set forth by ISO-IEC 17025 and the ANSI-ASQ ANAB for testing and calibration laboratories.
• Professional Certification: Professional Certification as a Latent Print Examiner by the International Association for Identification (IAI), or other approved organization preferred.

Supervisory Probationary Period: This is a supervisory position. Under provisions of the Civil Service Reform Act, first time supervisors and/or managers will be required to serve a 1-year probationary period. You may also be required to complete an appropriate supervisory training course within one year of assignment to this position.
