The primary purpose of this position is to exercise 2nd level (or higher) supervisory and managerial authorities over 78 CPTS/FMAS. Directs work activities through subordinate supervisors/leads with responsibility for providing advice, accountability, and expertise to higher management and/or senior leadership on a continuous basis. Exercises control over the organizational element by providing direction, planning, and leadership for assigned subordinate personnel.
Exercises technical and administrative supervisory personnel management responsibilities for 25% or more during duty time. Directs, coordinates, and oversees work through subordinate supervisors/leads. Advises staff regarding policies, procedures, and directives of higher level management or headquarters. Selects candidates for subordinate non-supervisory positions and recommends selections for subordinate supervisory/lead positions taking into consideration skills and qualifications, and mission requirements. Ensures reasonable equity among units of performance standards developed, modified, and/or interpreted and rating techniques developed by subordinate supervisors. Explains performance expectations to subordinate supervisors/leads, and subordinate employees directly supervised and provides regular feedback on strengths and weaknesses. Appraises performance of subordinate supervisors/leads and other subordinate employees directly supervised and serves as reviewing official on evaluation of non-supervisory employees rated by subordinate supervisors. Approves expenses comparable to within-grade increases, extensive overtime, and employee travel. Recommends awards for non-supervisory personnel and changes in position classification to higher level managers.
Performs budget formulation work involving preparation of detailed analysis and estimates for funding needs for one or more future years using detailed funding information using various financial systems and tools (i.e. CCaRS, CRIS, ABSS, CMS, DEAMS, EDA, DTS, Tri-Annual Database, FM Suites, G004L, JO25A, PRPS, DTIMS, WAWF, AXOL, PCOL, CAFDEX, FRM, SAMRS, and SAMIS, etc.). Utilizes financial systems and analyses in the evaluation of the health and performance of the organization.
Prepares and/or assembles information in support of formal presentations of budgets and requests and reviews before General Officers, SES, OMB, and/or Congressional committees. Uses existing financial systems to gather analytical data to produce required reports.
Provides financial advice on complex financial issues; assessments of implementing decision, and develops programs. Recommends procedural changes designed to streamline financial management. Conducts independent research and study into current or planned financial management policy and procedures to determine impacts in related areas of the mission.
Conducts financial and cost reviews to determine resource requirements based on actual and forecast workload. Assists and advises leadership in formulating adequate control to maintain efficient and effective utilization of resources. Assures technical, cost and financial considerations are given to activities in meeting overall mission goals and objectives and provides technical forecast of cost and financial information in support of mission areas.
Conducts special studies requested by the leadership to provide guidance, direction, or action on established policies, procedures, regulations, or directives. Often involves problems or issues of considerable importance or consequences to the program affected. Typically requires and understanding of diverse technical and financial information in order to establish a common understanding of the issues presented and to arrive at a satisfactory solution.
Requirements:
Obtain & maintain a security clearance.
May be required to work overtime on an emergency basis.
Work may require travel away from the normal duty station on military and commercial aircraft.
Obtain and maintain FM certification, level 2
Knowledge, Skills, and Abilities (KSA):
1. Knowledge of agency budget policies and procedures, regulations, guidelines, and precedents and controls and of the structure, programs and work methods of organization(s) for budgeting work.
2. Comprehensive knowledge of OMB, Congressional, and agency financial management and program objectives to prepare financial cost estimates, develop alternatives and funding requirements, and make recommendations to resolve financial/funding problems.
3. Knowledge of computerized budget system(s) and the ability to develop new methods and techniques of
budgeting applicable to the forecasting of long range funding needs.
4. Knowledge of personnel safety, security and management, EEO regulations, procedures and practices, and Merit System principles and intent.
5. Skill in projecting and analyzing the potential effects of budgetary actions on national economic, social, and/or political objectives and applying a variety of analytical methods and techniques to budgetary processes and special studies.
6. Ability to plan, organize, and direct the functions of and mentor, motivate, and appraise the staff of an
organization through subordinate supervisors and/or leads.
7. Ability to utilize AoP concepts and principles to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
8. Ability to communicate clearly and effectively, both orally and in writing.
