Duties

Help

• Performs or advises on work in any of the bases or systems of budget administration.
• Analyzes and recommends costs and benefits of alternative methods of financial management of organization's programs and administrative operations.
• Implements legal and regulatory controls over approved budgets.
• Provides advice on effective and efficient methods for the acquisition and use of funds to support the organization's programs and activities.
• Works within a variety of financial programs to include General Fund Enterprise Business System (GFEBS), and Financial Management Information System (FMIS), and performing accounting and other financial management duties for the organization.
• Supervises, sets priorities and schedules work as necessary to assure effective accomplishment of priority work without adverse effect daily work.

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access. A pre-employment and recurring comprehensive background investigations are required.
• A Personnel Security Investigation is required.
• One-year supervisory probationary period required. A one-year probationary period is required if the selectee has not previously met this requirement.
• Selectees will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption.
• This position is a Testing Designated Position subject to pre-employment screening and random drug testing. Selectees will be required to consent to participation in random drug urinalysis testing.
• THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position. THIS certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
• Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes utilizing automated financial systems, such as GFEBS; advising on use of funds for medical facilities; advising on effective and efficient methods of acquisition. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience aloneno substitution of education for experience is permitted.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
