- You will lead, mentor, set priorities for, and help develop personnel in the budget, formulation, and
execution branch of COMFRC Comptroller. - You will provide recommendations and analysis to the Comptroller and Deputy Comptroller on how best to support and resource naval aviation intermediate level and depot level maintenancerequirements within the Navy Working Capital Fund (NWCF) budget.
- You will advise the COMFRC Comptroller, Deputy Comptroller, and field sites on financial laws, federal regulations, and policies effecting budget formulation and execution.
- You will provide technical guidance and training to junior team personnel.
- You will interface with various customer appropriations and be knowledgeable of ongoing efforts in these appropriations which impact the aviation intermediate and depot level maintenance requirements.
- You will ensure budget and execution issues are elevated to appropriate leadership levels
- You will review, analyze and report on the NWCF Fleet Readiness Center (FRC) accomplishments in financial terms
- You will determine and describe to the Comptroller and Deputy Comptroller the effects of planned changes in NWCF FRC overall policy and practices will have on budgets, the integrity of funds, and the rate and balance of obligations and expenditures

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
- This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
QualificationsYour resume must demonstrate at least one year of specialized experience. Specialized experience must demonstrate the following:
Serving as the senior liaison for budget, accounting, or financial management policy and procedures within the organization. Interfacing with various customer appropriations and being knowledgeable of ongoing efforts in these appropriations which impact the aviation intermediate and depot level maintenance requirements. Providing interpretive and analytical advice on financial transactions and program execution; develops format and content to provide managers with various listings, reports, and data relative to status of funds and the propriety of obligations; and ensures the financial integrity, timeliness, accuracy and validity of supporting managerial accounting, budget execution, and financial management reports. Conduct management evaluation of issues of financial consequence raised in audit reports, budget reviews, etc. and recommend alternatives for corrective action. Planning work sets priorities and schedules work as necessary to assure effective and expeditious accomplishment of priority work without adverse effect on regular and recurring work. Looks to improve production and quality of work.
