Summary

You will serve as a Supervisory Facility Operations Specialist with National Park Service.

The Supervisory Facility Operations Specialist, (Chief of Maintenance), is responsible for providing facility management for Death Valley National Park. The incumbent serves on a senior management team responsible for making decisions which have broad impacts, affecting an array of resources, visitors, staff, park partners, tribes, and other agencies.

Some of the major duties you will perform include but are not limited to the following:

• Supervise subordinates to coordinate organizational efforts related to all administrative functions
• Manage administrative operations for Division of Facility Management
• Project Management; develop 5-year capital invest and capital improvement plans, manage facility projects including compliance aspects
• Maintain and develop risk management and safety programs for all employees in the division
• Financial Management; Develop and manage division budget annually and multiyear programs
• Develops alliances and support with tribal, national, state, and local agencies and key officials as well as private nonprofit and commercial interests of the assigned park as well as the National Park Service as a whole.

Qualifications

All qualifications must be met by the closing date of this announcement - 08/10/2026-unless otherwise stated in this vacancy announcement. Competitive candidates must also meet Time-in-Grade requirements as defined in 5 CFR 300, Subpart F.

For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the work schedule requirement as the service dates will be reflected. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience.

To qualify for this position at the GS-13 grade level:

Experience: To qualify, you must possess at least one full year of specialized experience equivalent to the GS-12 level in the Federal service (obtained in either the public or private sectors). Specialized experience is defined as demonstrated experience:1) Planning and managing a maintenance operation, using current facility management practices such as value analysis, life-cycle costs and choosing the best approaches; 2) In developing budgets, including annual and long term work plans; 3) Developing short-term and long-term plans for maintenance activities, including developing preventative maintenance programs; 4) Utilizing procurement regulations and contract management requirements to analyze and prepare detailed cost estimates for facility operations, maintenance, and construction, including contract specifications; 5) Analyzing contract proposals, developing spending plans, managing project accounts, and managing construction activities including contract oversight to identify, initiate, and justifying projects. You must include hours per week worked.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

This position does not allow substituting education for experience.

Physical Demands: Physical demands range from sedentary work in an office environment to occasional park assignments by helicopter, 4x4 vehicles, or on foot. Much of the work is performed under stressful situations involving short deadlines for several simultaneous projects, and intense public controversy. Working long days, and/or traveling to attend meetings are common.

Work Environment: Work is performed primarily indoors. Occasionally, work may be performed outdoors in all types of weather and conditions. Outdoor assignments may be performed in potentially hazardous areas including steep slopes, rocky terrain, caves, mines, fire lines, extreme environments, and remote backcountry areas. On occasion, flying in fixed wing aircraft and helicopters is possible.
