The Supervisory Diversion Investigator (Senior Advisor) position is open in the following location:

• Arlington, VA - Office of Diversion Control Policy (DP)

Among other duties, this position will support:

The position serves as the Deputy Director, GS-1801-15, for the Office of Diversion Control Policy (DP) and functions as an alter-ego to the Deputy Assistant Administrator (DAA) that leads the office. Within this role and the authorities provided, job duties include leading, directing, authorizing, and evaluating the performance of initiatives to interpret, draft, and advance operations through departmental and federal policy development.

• Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors. Advises Diversion staff regarding policies, procedures, and directives of higher-level management or headquarters directives.
• Represents DP with a variety of organizational entities and functional areas. Establishes, develops, and maintains effective working relationships with similarly aligned federal agencies and key personnel. Meets with key customers and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolve significant problems that arise. Ensure subordinate sections provide appropriate guidance and training. Participates in special projects, initiatives, and performs special assignments. Identifies the need for special projects and initiates milestones and goals. Evaluates reports by analyzing facts and performing appropriate research and prepares detailed responses. Determines appropriate recommendations for unresolved or questionable problems and performs follow-up. Research and recommends appropriate actions or interpretation of issues that impact the organization, DEA, or higher headquarters management.
• Plans, organizes, and oversees the activities of sections located within DP. Develops goals and objectives that integrate organizational and strategic objectives. Establishes, revises, or reviews policies, procedures, mission objectives, and organizational design for the staff, as necessary to eliminate work problems or barriers to mission accomplishments, promotes team building, implements quality improvements, or in response to concerns with regulatory compliance and/or customer requirements.
• Advances internal and external messaging within the Diversion Control Program (DCP) by establishing clear channels to escalate or deconflict data and reporting issues. Determines appropriate responses or manners in which to dialogue with external entities (e.g. local, state, federal officials, media, or private entities) allowing a consistent messaging strategy to lead discussions concerning the DCP.
• Advises executives and senior leadership, in the appropriate manner of how to structure language, communicate thoughts and ideas, and explain social, political, or techniques to formulate strategies in advancing policy or procedural
  goals and objectives to improve operational efficiency.

• Successful completion of a one-year supervisory probationary period is required (unless already completed)
• Successful completion of the mandatory Basic Diversion Investigator Training Course.

Qualifications

GS-15: Must have one (1) year of specialized experience equivalent to at least the GS-14 level or pay band in the Federal service that includes performing the following duties: 1) Planning, conducting, and overseeing investigations encompassing the manufacturing, importing and trafficking of illicit drugs and the diversion of chemicals which may involve large, complex and multi-mission organizations and lead to cases of multi-jurisdictional, national, or international significance; 2) Providing guidance in order to prevent and eliminate the illicit diversion of controlled pharmaceuticals and listed chemicals; 3) Ensuring administrative, operational, and legal program compliance; 4) Assisting in developing division wide policies pertaining to the Controlled Substances Act (CSA), the Chemical Diversion and Trafficking Act (CDTA), and the Narcotic Addict Treatment Act; and 5) Detecting violations and pursuing appropriate administrative, civil, and/or judicial action.
