This position is in the Department of Homeland Security (DHS), Office of Inspector General (OIG), Office of Management (OM), Budget Division. Typical assignments include:- Reviewing, analyzing, consolidating and revising budget estimates, justification statements and budget execution plans submitted by headquarters offices and field offices, and preparing official monthly, quarterly, and annual execution reports.
- Providing expert advice on all phases of appropriated budgeting and/or alternative programs (supplemental funds) plans to all levels of management.
- Analyzing current and proposed financial and economic issues facing the organization and their impact on the DHS OIG budget program.
- Developing policy and procedural guidance, as required.
- Plans, directs, coordinates, leads, counsels, and evaluates subordinate staff.
- Collaborate with agency officials to determine the budget allotments, execution plans and status, and resource allocation to support program in conjunction with priorities established senior management.

Minimum Qualifications for GS-15: You qualify for the GS-15 position if you possess one year of specialized experience at the equivalent to GS-14 grade level in the Federal service. Specialized experience at this level includes:
- Reviewing, analyzing, consolidating and revising budget estimates, justification statements and budget execution plans.
- Preparing official monthly, quarterly, and annual execution reports.
- Managing a team to ensure deliverables are completed timely and accurately.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Current federal employees must have served 52 weeks at the next lower grade level or equivalent grade band in the federal service. The time-in-grade requirement must be met by the closing date of this announcement.
