Summary

About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at Fort Meade, Maryland and will serve as Director of Guard & Reserve Policy, Plans, and Programs.

Help

  • Lead the development of comprehensive cyberspace policies to govern the Department of Defense's utilization of National Guard and Reserve assets for the cyber mission.
  • Direct the establishment and continuous review of comprehensive operational plans to ensure the timely and effective application of National Guard and Reserve assets during cyberspace operations.
  • Facilitate advance resource planning and real-time cyber operations by coordinating with stakeholders to negotiate, justify, and allocate essential resources for National Guard and Reserve assets.
  • Supervise civil service and military personnel assigned to the Directorate by executing the full range of personnel management, workload allocation, and administrative functions in accordance with organizational guidance.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent to be able to obtain and maintain a determination of eligibility for a Top Secret security clearance with Sensitive Compartmented Information (SCI) access for the duration of employment.
  • Incumbent will be required to successfully complete an initial and periodic Counter-Intelligence-scope Polygraph (CI Poly) examination with No Deception Indicated (NDI).
  • This is a Drug Testing Designated Position, incumbent will be subject to a pre-employment screening, and random testing thereafter.
  • Incumbent must meet the National Security Agency (NSA) personnel security requirements outlined in the National Security Agency / Central Security Service (CSS) policy 5-1.
  • The incumbent may occasionally require travel from the normal duty station on military and/or commercial aircraft up to 10% of the time.
  • The incumbent may be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime.
  • This is an obligated position. An obligated position is one to which an employee has statutory restoration rights or entitlement based on active military service, recovery from a compensable injury, or return rights based on an overseas tour.
  • Incumbent must obtain and maintain the Cyberspace Workforce Qualifications requirements in accordance with DoDM 8140.03 and supplemental Army guidance
  • This position is in the Supervision/Management work category as defined by Cyber Excepted Service, DoDI 1400.25-V3007. A one-year supervisory probation is required to assess your ability to perform supervisory duties.
  • This is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Appointment to this position does not confer competitive status.
  • This is a temporary position not to exceed 1 year by a current Army CES employee and may be extended up to a maximum of 5 years and may be made permanent without further competition.
  • Appointment to this position is subject to a three year probationary period unless the appointee has previously met the requirements as described in DoDI 1400.25 V3005, Cyber Excepted Service, Employment and Placement.

Army CES positions apply Veteran's Preference to preference eligible candidates, as defined by Section 2108 of Title 5 U.S.C., in accordance with the procedures provided in DoD Instruction 1400.25, Volume 3005, "CES Employment and Placement". If you are a veteran claiming veterans' preference, as defined by Section 2108 of Title 5 U.S.C., you must submit documents verifying your eligibility with your application package.

This position is in the Supervision/Management Work Category at the Senior Work Level within the CES Occupational Structure.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.

To qualify based on your experience, your resume must describe one-year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by:

1. Drafting enterprise-level cyberspace policy frameworks, policy updates, and inter-agency coordination documents to support the governance and integration of critical network assets into joint cyber missions;

2. Formulating operational plans and standardized planning products to ensure the effective integration of assets during cyber operations;

3. Preparing resource justifications, data call responses, and budget cycle inputs to facilitate advance resource planning and support steady-state and crisis action operations; and

4. Managing multi-disciplinary project workflows, task assignments, and team deliverables to support the successful execution of directorate goals.

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience aloneno substitution of education for experience is permitted.

  • Army CES employees who are not granted return rights by their losing organization, and other Federal employees who apply for a term appointment, will be appointed/converted into a Cyber Term appointment with no return rights back to a permanent position. Term positions in CES may be extended up to a maximum of five years. This position may be converted to permanent without further competition after completion of three years of continuous service in this position.
