- Serves as business advisor, ensures all aspects of an acquisition are considered, including risks and incentives.
- Analyzes and applies procurement policies impacting a variety of programs.
- Develops acquisition strategies, and functions as lead negotiator.
- Accomplishes the full scope of personnel management responsibilities for the contracting activity.

- Selectee must execute a written tenure agreement to remain in Federal service in the position for at least three years.
- Selectee must obtain the highest Career Category Level of certification in the assigned Career Category/Functional Area.
- This position is designated Tier 3, Non-Critical Sensitive, Moderate Risk and requires the incumbent to obtain and maintain a Secret Security Clearance Level as a condition of employment.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.

Basic Requirement for Contract Specialist, NH-04:Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience equivalent to the NH-03 grade level in the Federal service which includes (1) experience developing acquisition plans/strategies to ensure organizational objectives are met; and (2) conducting source selection procedures; and (3) Advising personnel on acquisition regulations and/or contract execution; and (4) Performing post award contract functions.
